RECOMMENDA TION
That tender T06-084, Domestic Water Supply Anti-Scald Mixing Valves, be awarded to Emco
Corporation, Kitchener at their adjusted tendered price of $136,640.40., including P.S.T. and
G.S.T.
BACKGROUND
Anti-scald valves have been provincially legislated to control the maximum temperature reached
by a hot water heater in order to prevent burns.
REPORT
Tenders were requested from five (5) potential bidders, advertised publicly in The Record, on the
City of Kitchener website and the Ontario Public Buyers Electronic Tendering Information
System. By the closing date of Thursday October 5th, 2006, three (3) tenders had been received.
The tender document did not specify the Provincial sales tax as extra and the tenders have been
adjusted to include P.S.T.
The cost of the Anti-Scald valves is totally recovered as they are sold and installed with the
supply of hot water heaters.
The cost of the valves has increased by 1.2% over the cost of the 2005 tender.

The tenders have been reviewed by B. Nash, Manager of Customer Relations, and S. Rudak,
Buyer, who concur with the above recommendation.
FINANCIAL IMPLICATIONS
The valves will be placed in an inventory holding account and charged out as issued to Utilities.
