REQUEST FOR A REDUCED LICENCE FEE FOR "SEEDY
SATURDAY" EVENT ON FEBRUARY 19, 2005 - DOON
HERITAGE CROSSROADS
RECOMMENDATION:
The Committee's direction is requested.
BACKGROUND:
Vendors, who set up to sell merchandise are licensed and governed by By-law 2004-241. The
by-law makes provision for both individual vendors selling (Temporary Vendors) and for larger
shows, where 5 or more vendors are selling (Temporary Retail Market)
The licence fee for a Temporary Retail Market is $366.00 and is defined as a show where 5 or
more vendors are selling their own merchandise for a period of up to 3 days.
The By-law does not make provision for a reduced fee. There is provision made in By-law
2004-262 which states in Section 5 that: "Where an application is made for a licence by a
recognized, registered bona fide charitable organization or where an application is made by an
accredited entity or listed affiliate in relation to an event designated as a Civic Celebration by
Council, the fee to be paid for such licence shall be the sum of ten percent (10%) of the fee that
would be otherwise payable." The fee in this case would then be $36.00.
REPORT:
Attached is a letter from Wendy Connell, Supervisor of Programs, Doon Heritage Crossroads,
requesting Council to reduce the required licence fee of $366.00 to $10.00 for a Temporary
Retail Market. (The $10.00 licence fee is no longer applicable). They are intending to hold a
"Seedy Saturday" event again this year and they wish to invite 5 or 6 seed vendors, who
specialize in heritage varieties to set up for the day and sell. Ms. Connell advises that the
vendors do not generate enough sales to cover the cost of the required licence.
A request from the Doon Heritage Crossroads for a similar reduction has been approved for the
past 8 years.
FINANCIAL IMPLICATIONS:
A reduced fee will result in lower revenue of $330.00.
