CRPS 05-026
2005 STREET VENDORS BY-LAW
RECOMMENDATION:
That a by-law to licence Street Vendors in the City of Kitchener be prepared for Council's
consideration on February 28, 2005, based on the proposed by-law dated February 14, 2005
attached to Corporate Services report CRPS 05-026.
BACKGROUND:
Street Vendors have been licensed to operate on city property for the past 15 years. The 2004
Street Vendors By-law expired on December 31, 2004. Therefore, a new by-law has been
prepared for the 2005 season.
REPORT:
The recommended changes to the by-law, include a small fee increase for the hot dog vendors
and portrait artist and a small decrease for the popcorn and confections vendors. These fees
were established after an in-depth analysis of the costs. The general provisions have been
included to ensure that this by-law is uniform with other licensing by-laws. In the 2004 By-law a
partial refund of the licence could be granted to the licensee if Council chose to revoke a
licence. This has been removed from the 2005 by-law
FINANCIAL IMPLICATIONS:
None.
COMMUNICATIONS:
A Public Notice was placed in The Record on February 11, 2005 advising that this by-law would
be considered on February 21,2005. Last year's licensee's were also advised of this meeting.
