REQUEST FOR REDUCED FEE - JOSEPH SCHNEIDER
HAUS - HERB FAIR, APRIL 30,2005 AND HEART & HAND
FESTIVAL, AUGUST 27, 2005
RECOMMENDATION:
The Committee's direction is requested.
BACKGROUND:
By-law 2004-241 states that a Temporary Retail Market Licence is required for a show with 5 or
more vendors selling their own goods or services. The licence fee is $366.00. By-law 2004-262
(Business Licensing Fees) states that where an application is made for a licence by a
recognized, registered bona fide charitable organization, the fee to be paid shall be 10% of the
fee that would otherwise be payable. In cases of doubt as to the application of this section, the
Manager of Licensing shall refer the application to Council for a decision. In regards to this
request, the "charitable" provision does not apply, as each vendor will keep the proceeds from
any sales they make.
REPORT:
Attached is a letter from Susan Burke, Manager/Curator of Joseph Schneider Haus requesting
Council to reduce the required licence fee of $366.00 to the nominal fee of $36.60.
This request has been granted each year, except in 2003 when the full licence fee was required.
The Herb Fair and Perennial Exchange on Saturday, April 30, 2005, involves approximately 6-
12 vendors selling specialty herbs. The Heart and Hand Festival on Saturday, August 27, 2005
involves approximately 20 vendors selling crafts and offering unique items for sale. Both sales
will take place outside on the Museum grounds. The museum will raise funds by renting tables
and space to the vendors and each vendor will sell their goods, retaining all monies from the
sale.
If the museum was conducting the sale, or instituted a system to process the sale through their
own gift shop, a licence would not be required, but, as noted in the 2nd paragraph of Ms. Burke's
letter, the museum does not wish to pursue this option.
Should the Committee decide to approve this request, the following resolution is suggested:
"That the licence fee for the Herb Fair on April 30, 2005 and the Heart and Hand Festival
on August 27, 2005, taking place at the Joseph Schneider Haus be reduced to $36.60
for each event."
FINANCIAL IMPLICATIONS:
Business Licence revenue will be reduced by $658.80.
