Sosnoski April 13, 2005 CRPS-05-068 CONSULTATION PROCESS - REGIONAL PESTICIDE BY- LAW RECOMMENDATION: Council direction requested. BACKGROUND: The Regional Municipality of Waterloo is preparing a draft Pesticide By-law, which they are hoping to take back to Regional Council for consideration by October, 2005. They are also undertaking a public consultation process in the early Summer and will be holding a series of public information session throughout the Region. REPORT: As part of the above referenced consultation process, Dr. Liana Nolan (as Commissioner of the Public Health Department) is planning a series of presentations to the Council's of the area municipalities. This will be following her report on a consultation process which is to be considered by the Region on May 3. The Region has provided a rough outline of the process which would involve a draft by-law being considered by a Regional Committee on May 3, with formal consideration of any recommendations by Regional Council on May 11. They anticipate that the public consultation process will begin immediately following the May 3 meeting and involve a number of focus groups, public information centres in all area municipalities, stakeholder meetings and a telephone survey. They anticipate that all of these will be completed by July 15, at which time an analysis of the impact will begin. I've been informed that the Region expects that local Council's will have more than one opportunity to comment; the first opportunity upon receipt of a draft by-law which will likely be circulated after the May 11 meeting; and, a second opportunity after the analysis has been completed and prior to the by-law going before Regional Council in October. Council's consideration and direction is requested regarding the following: · Whether the presentation by Dr. Nolan should be made to Councilor one of its Committees, and the preferred date (in addition to Council, Community Services Committee, Development & Technical Services Committee and Environmental Committee are options. If a televised meeting of Council is preferred, May 30 is the only televised meeting prior to October, 2005) · Any preference as to how and when Kitchener would provide comments on the by-law and whether this is in the early stages of development; later in the process after the analysis has been completed; or, a combination of these.
