Subject: REQUEST FOR A REDUCED LICENCE FEE FOR "SEEDY
SATURDAY" EVENT ON FEBRUARY 17, 2007 - DOON
HERITAGE CROSSROADS
RECOMMENDATION:
That the request of Doon Heritage Crossroads to pay a reduced licence fee of $38.10 for the
"Seedy Saturday" event to take place on February 17, 2007 at Doon Heritage Crossroads be
granted.
BACKGROUND:
Vendors who set up to sell merchandise are licensed and governed by Chapter 549 of the
Municipal Code. Chapter 549 makes provision for both individual vendors selling (Temporary
Vendors) and for larger shows, where 5 or more vendors are selling (Temporary Retail Market)
The licence fee for a Temporary Retail Market will be $381.00 in 2007 and is defined as a show
where 5 or more vendors are selling their own merchandise for a period of up to 3 days.
Chapter 549 does not make provision for a reduced fee, but there is a provision which states in
Section 5 that: "Where an application is made for a licence by a recognized, registered bona
fide charitable organization or where an application is made by an accredited entity or listed
affiliate in relation to an event designated as a Civic Celebration by Council, the fee to be paid
for such licence shall be the sum of ten percent (10%) of the fee that would be otherwise
payable. The fee in this case would be $38.10.
REPORT:
Attached is a letter from Kevin Thomas, Village Co-ordinator, Doon Village Crossroads,
requesting Council to reduce the required licence fee for a Temporary Retail Market. They are
intending to hold a "Seedy Saturday" event again this year and they wish to invite 8 to 10 seed
vendors, who specialize in heritage varieties to set up for the day and sell. Mr. Thomas advises
that the vendors do not generate enough sales to cover the cost of the required licence.
A request from the Doon Heritage Crossroads for a similar reduction has been approved for the
past 10 years.
FINANCIAL IMPLICATIONS:
A reduced fee will result in lower revenue of $342.90.
