HomeMy WebLinkAboutCouncil - 2007-01-15 SSPECIAL COUNCIL MINUTES JANUARY 15, 2007 CITY OF KITCHENER A special meeting of City Council was held at 5:05 p.m. this date, Chaired by Mayor C. Zehr with all members present. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mayor C. Zehr advised that the purpose of this special Council meeting was to make appointments to the Arts & Culture Advisory Committee, Downtown Advisory Committee, Heritage Kitchener and the Kitchener Public Library Board. He reminded Council that at the special meeting held December 4, 2006, appointments to all other Committees and Boards were made with the exception of those noted as well at that meeting Councillor C. Weylie requested that Mr. Robert Denton be re-appointed to the Economic Development Advisory Committee. Moved by Councillor C. Weylie Seconded by Councillor K. Galloway "That Mr. Robert Denton be appointed to the Economic Development Advisory Committee." Carried. Council was advised of an application received after the deadline from Ms. Monica Simonson. Moved by Councillor J. Smola Seconded by Councillor B. Vrbanovic "That Council consider the application submitted by Monica Simonson received after the deadline date of January 10, 2007." Carried. The question was raised on how Council would deal with nominations and the process to be used. A general discussion ensued and it was agreed that Council would use the adopted balloting procedure that was implemented several years ago as a means to expedite the nomination and selection process. Council considered the appointments to the Kitchener Public Library Board and the following applicants were nominated: B. Burnley, D. Carli, E. Esenbergs, M. Farwell, R. Fisher, L. Gazzola, L. Jankowski, B. MacNeil, S. Morgan, M. Neller, P. Sweeney and F. Vanderpool. The approved voting procedure was then utilized. Moved by Councillor B. Vrbanovic Seconded by Councillor K. Galloway "That Brian Burnley, Dan Carli, Elizabeth Esenbergs, Mike Farwell, Lynn Gazzola, Leszek Jankowski, Bruce MacNeil, Sue Morgan and Peter Sweeney be appointed to the Kitchener Public Library Board for the period of February 21, 2007 -November 30, 2010." Carried. Council then considered appointments to the Arts & Culture Advisory Committee and the following applicants were nominated: J. Breithaupt, M. Bresolin, A. Burkett, L. Carter, N. Doran, P. Eichhorn, R. Fuller, A. Hadcock, J. Hill, T. Ip, K. Kramer, J. McGuire, L. McNaught, S. Petricevic, C. Pewer, B. Poole, S. Ronald, E. Roweff, P. Sinnott, F. Vanderpool, J. Vasey, L. Wolf-Heffner and G. Zeilstra. The approved voting procedure was then utilized. Moved by Councillor K. Galloway Seconded by Councillor B. Vrbanovic "That Jennifer Breithaupt, Allison Burkett, Len Carter, Paul Eichhorn, JD McGuire, Lawrence McNaught, Sherry) Petricevic, Bill Poole, Suzanne Ronald, Fitzroy Vanderpool and Jamie Vasey be appointed to the Arts & Culture Advisory Committee for the period January 15, 2007 - November 30, 2008." Carried. SPECIAL COUNCIL MINUTES JANUARY 15, 2007 - 4 - CITY OF KITCHENER Council then considered the appointments to the Downtown Advisory Committee. Councillor J. Smola suggested that due to the number of applicants that two representatives from Ward 1 and 6 be appointed to the Committee. Moved by Councillor J. Smola Seconded by Councillor G. Lorentz "That notwithstanding the Terms of Reference for the Downtown Advisory Committee, that two representatives of Wards 1 and 6 be appointed to the Downtown Advisory Committee for the period January 15, 2007 -November 30, 2008." Carried. The following applicants were nominated and selected: V. Buehler, C. Farley, D. Pellerin, T. Seebohm and K. Taylor-Harrison. The following applicants were nominated which required the voting procedure to be utilized: P. Britton, Z. Janecki, G. Scheels, D. McKlusky, S. Piatkowski, N. Stead, G. Woolner, D. Herlick, B. Nimer, L. Polonoski, R. Doyle and S. Hayter. Moved by Councillor J. Smola Seconded by Councillor C. Weylie "That the following be appointed to the Downtown Advisory Committee for the period January 15, 2007 -November 30, 2008: Vince Buehler (Ward 1), Christopher Farley (Restaurant rep), Scott Hayter (Education rep), Bernie Nimer (Office Owner rep), Denis Pellerin (Ward 1), Glenn Scheels (Development Industry rep), Thomas Seebohm (Ward 6), Karen Taylor-Harrison (Ward 6) and Glen Woolner (Suburban)." Carried. Council then considered appointments to Heritage Kitchener. The following applicants were nominated and selected: T. Benedict, F. Bishop, K. Kirby, S. Lauber and L. Robertson. The following applicants were nominated which required the voting procedure to be utilized: J. Ariens, L. Brohman, E. Brown, E. Gallaher, D. Heintz, Z. Janecki, R. Maass, D. McAnally, L Mota, L. Straus, J. Wagler and G. Zeilstra. Moved by Councillor J. Gazzola Seconded by Councillor G. Lorentz "That the following be appointed to Heritage Kitchener for the period January 15, 2007 - November 30, 2008: John Ariens (Urban Planning), Tim Benedict (Building Industry), Fred Bishop (Victoria Park District), Lynn Brohman (At Large), Elizabeth Gallaher (Local History), Doug Heintz (At Large), Kerry Kirby (St. Mary's District), Susan Lauber (Upper Doon District), Inacio Mota (At Large) and Laird Robertson (Architecture)." Carried. Moved by Councillor J. Smola Seconded by Councillor C. Weylie "That an in-camera meeting of City Council be held this date to consider a matter subject to solicitor-client privilege." On motion, the meeting adjourned at 6:30 p.m. Carried. MAYOR CLERK
