BACKGROUND: The Alcohol and Gaming Commission of Ontario requires that any applications made to them for a new or relocation of a bingo hall must first be approved by the municipal council where the bingo hall is relocating. In 2004 the applicant, Pentagon Gaming Partners Inc. assumed the ownership of the K-W Bingo Centre located at 29 King Street East. Prior to 2004, this hall had been owned and operated by the charitable and non-profit organizations operating bingo in the hall. Since then, the applicant has been searching for a suitable location to relocate this hall in order to provide better access to the bingo customer. REPORT: Attached is an Application to Relocate an Existing Bingo Hall from Pentagon Gaming Partners Inc. They are the current owners of K-W Bingo Centre located at 29 King Street East in Kitchener. They wish to relocate the bingo hall from 29 King Street East to 501 Krug Street. In order to relocate to this address it was necessary for the applicant to obtain a Zone Change which added a special use provision to the Neighbourhood Shopping Centre Zone (C-2) to allow for a bingo hall. This zone change was approved November 27, 2006. As part of the zone change approval it was suggested by Council that Mr. Randy Gosse, City Clerk forward a letter to the Hall owner and the Charity Association encouraging them to initiate a community committee to discuss and deal with any problems that may result from the bingo hall moving to this location. This letter was sent December 28, 2006. The applicant was also required to advertise by public notice in The Record twice at least one week apart. The ads were placed in The Record on September 21, 2006 and September 25, 2006. The notices were to advise the public of the relocation of a bingo hall and advise that written comments were to be forwarded to the City of Kitchener no later than October 24, 2006. There were no comments received regarding the proposal. There are 27 charities currently holding bingo events at the K-W Bingo Centre. From 2003 to the end of 2005 these organizations were able to raise $1,458,602.29 for their respective charities and for the community as a whole. The proposed operation will be open 7 days a week and their hours of operation will be 9 a.m.to 12:00 midnight as per Council's resolution of September 25, 2006. The hours of operation will be added as a condition to their Public Hall Licence when it is issued. They are intending to hold approximately 31 bingo events per week. The prizes awarded may increase slightly for each session but the cost of the books will remain the same. Fifty-four percent of the prize board will be fixed with the remaining 46% variable. K-W Bingo Centre formerly known as Kitchener Charities Bingo Palace has been in operation since 1983. They have served this community by allowing charitable and service organizations to raise much needed funds for the community through the playing of bingo. Their present location at 29 King Street East is not ideal because it is in the basement and therefore, does not provide access to the disabled, nor is there adequate free parking in the area to service the bingo hall. There are two bingo halls within a 30 km radius of the proposed site. They are Bingo Country located within 3.06 miles (7.65 kilometres) and Cambridge Bingo Centre located within 14.41 miles (36.03 kilometres). Both halls have been operating in this area for several years along with K-W Bingo Centre. Staff supports this Application to Relocate an Existing Bingo Hall from 29 King Street East to 501 Krug Street for the following reasons. • The hall at 29 King Street East is older and outdated. • Access is very difficult for those with disabilities as the hall is located in the basement • There is very little free parking in the area which does not make it attractive for those who wish to play bingo. • The relocation will allow the 27 charities located at 29 King Street East to continue to raise funds for their respective charities and the community as a whole. • Anew hall will provide more area for customers, new state of the art bingo equipment, new facility decor and it will be easier for all customers to enter and exit the bingo hall.
