Vrbanovic and Members of Finance and Corporate Services Committee February 6th, 2006 Corporate Accessibility Steering Group (CASG) Margaret Sanderson Inclusion Co-ordinator (x2229) N/A January 20, 2006 CSD-06-0 13 JOINT ACCESSIBILITY PLAN 2006 (ONTARIANS WITH DISABILITIES ACT, 2001) RECOMMENDATION: That the 'Accessibility Plan' dated January 20th, 2006 attached to the Community Services Department Report CSD 06 013 be adopted as the Annual Accessibility Plan 2006 for the City of Kitchener in accordance with the Ontarians with Disabilities Act, 2001; and further, That should the City of Waterloo, The Township of Woolwich and The Township of Wellesley adopt the said Accessibility Plan, the Plan shall be a "Joint Accessibility Plan' with the participating municipalities pursuant to Section 17(3) of the Ontarians with Disabilities Act (ODA, 2001). BACKGROUND: The purpose of the Ontarians with Disabilities Act, 2001 (ODA) is to improve opportunities for people with disabilities and to provide for their involvement in the identification, removal and prevention of barriers to their full participation in the life of the province (Sec 1). The ODA mandates municipalities to: · Establish and Accessibility Advisory Committee (AAC) · Prepare an annual Accessibility Plan and make the plan available to the public. In order to comply with the requirements of the legislation City Council adopted the Grand River Accessibility Advisory Committee (GRAAC) as the Committee of Council for the City of Kitchener on August 25, 2003. GRAAC is a joint committee with 5 other municipalities - The City of Waterloo, and the Townships of Woolwich, North Dumfries and Wellesley. The GRAAC, comprised of a majority of members with disabilities advises Councils annually regarding the municipalities' annual Annual Accessibility Plans. REPORT: The attached Joint Accessibility Plan (The Plan) was prepared by the Joint Corporate Accessibility Steering Group of the Cities of Kitchener and Waterloo and the Townships of Woolwich and Wellesley. Section 1 of the Plan describes the accessibility initiatives and actions the municipalities have taken in 2005 to address: information/communication; technological; policy/practice; attitudinal; and, physical/architectural barriers. Section 2 of the Plan outlines the initiatives and actions to be undertaken in 2006-2007. The Plan will fulfill the legislative requirements of preparing an annual Accessibility Plan as per Section 11 and Section 17(1) of the ODA, 2001. Some of the initiatives to be undertaken in 2006 are: · Corporate Wide Staff Awareness Training Identification of Barriers in Facilities Emergency Evacuation Strategies for Persons with Disabilities (Community and Corporate Emergency Planning) The City of Kitchener Corporate Accessibility Steering Group (representatives from the Office of the CAO, Legislated Services, Finance, Legal and Community Services - Inclusion Services) have reviewed and approved the Plan. FINANCIAL IMPLICATIONS: Council has approved the establishment of a new capital fund under General Expenses (Corporate Accessibility Fund) to be used to: · Address 2006 Plan initiatives · Comply with pending accessibility standards as per the Accessibility for Ontarians with Disabilities Act, 2005 (AODA). · Respond to corporate wide accessibility issues. There will be an annual capital contribution of $100,000/year for the years 2007-2011. COMMUNICATIONS: The Plan will be made available to the public in print copy, posted on web sites, and in municipal facilities. Alternate formats (Braille, Large Print, audio tape, etc) will be made available upon request. Section 1 Section 1 of the Joint Accessibility Plan addresses the accessibility initiatives and actions undertaken in 2005 to address barriers to persons with disabilities in identified municipal by-laws, policies, practices and services. The initiatives presented in the 2006 Joint Accessibility Plan will be identified under the headings of "barrier type" as defined in the Ontarians with Disabilities Act (ODA, 2001) and the Accessibility for Ontarians with Disabilities Act (AODA, 2005). These barrier types are: · Information/Communication · Technological · Policy/Practice · Attitudinal · Physicalj Architectural Section 1.6 includes two initiatives carried over from the inaugural 2004 Joint Accessibility Plan - the development of an electronic accessibility directory and the development of a web survey to gather information on barriers encountered by persons with disabilities in our community. Section 2 Section 2 will present in summary form each municipality's initiatives, actions, department responsible and targeted completion date. Where it is possible in 2006 municipalities in the Joint Accessibility Plan may share resources or best practices. However it is the intention for each municipality to individually address each initiative and associated actions outlined in the Section 2 summary. Each municipality will continue to seek advice and input from the Grand River Accessibility Advisory Committee (GRAAC) as needed for initiatives in 2006. \Inclusion\Joint Accessibility Plan 2006 I 2006 JOINT ACCESSIBILITY PLAN INTRODUCTION This is the 2006 Joint Accessibility Plan prepared by the Joint Corporate Accessibility Steering Group (see Appendix I) of: · The Corporation of the City of Kitchener · The Corporation of the City of Waterloo · The Corporation of the Township of Woolwich · The Corporation of the Township of Wellesley The Joint Accessibility Plan of the above municipalities describes the achievements the Municipalities have taken in the past and the areas to be reviewed, including measures and actions, in the coming year (2006). The municipalities are proud to present the Joint Accessibility Plan and report the steps that staff in cooperation with persons with disabilities, are taking to identify, remove and prevent barriers encountered by persons with disabilities residing in our communities. 2.0 Background The Ontarians with Disabilities Act, 2001 (ODA) was passed into law by the Ontario Legislature on December 4, 2001. The purpose of the Act is "to improve opportunities for persons with disabilities and to provide for their involvement in the identification, removal and prevention of barriers to their full participation in the life of the Province". The ODA applies to all hospitals, district school boards, colleges, universities, public transportation the Ontario ministries and The ODA, 2001 is available On September 30, 2002 proclamation brought into law additional sections of the Act including the following municipal obligations: Accessibility Advisory Committee · Municipalities of 10,000 or more must establish an Accessibility Advisory Committee and the majority of members must be persons with disabilities. · Each year the committee shall advise Council about the preparation, implementation and effectiveness of its accessibility plan. · Council will seek advice from the committee on the accessibility for persons with disabilities to buildings, structure or premises that Council purchases, builds or significantly renovates; leases for its own use or those buildings designated as a municipal capital facility. · The functions of the committee include reviewing site plans and drawings for new buildings or developments (Section 41 of the Planning Act) that the committee selects. \Inclusion\Joint Accessibility Plan 2006 6 I 2006 JOINT ACCESSIBILITY PLAN Accessibility Plan · Each year the Council of every municipality shall prepare an Accessibility Plan, and get advice from its Accessibility Advisory Committee. · The Accessibility Plan, which must be made available to the public, shall address the identification, removal and prevention of barriers to persons with disabilities in the municipality's by-laws, policies, practices and services. · Municipalities must prepare and publish an Accessibility Plan that follows the Ontarians with Disabilities Act requirements by September 30, 2003 and yearly thereafter. Joint Accessibility Committees/Joint Accessibility Plans While the legislation states that each municipality must have an Accessibility Advisory Committee (population of 10,000 and more) and an annual Accessibility Plan, the Act allows for two or more municipalities to implement a Joint Accessibility Advisory Committee and to prepare a Joint Accessibility Plan (Sec 17 ODA). Building upon a strong foundation of accessibility initiatives and a longstanding commitment to working in collaboration with persons with disabilities in Kitchener - Waterloo and area, the 2006 plan reflects joint accessibility planning between the municipalities in order to: · provide for a more seamless approach to the removal of barriers encountered by persons with disabilities in our community. · maximize the use of existing local expertise and resources. · broaden the collaborative process through sharing of staff training and education opportunities. · integrate accessibility planning into strategic and business planning practices of the municipalities. Bill 118 - Accessibility for Ontarians with Disabilities Act (AODA 2005) The AODA 2005, received Royal Assent in the Ontario Legislature in June 2005. The focus of the AODA 2005 will be on improving accessibility in areas such as building and spaces, employment, customer service, communications and transportation in the private, government and broader public sector. The AODA 2005 will repeal the ODA 2001 and intends to: · achieve an accessible Ontario on or before January 1, 2025 · establish and implement mandatory and enforceable accessibility standards to be achieved within five years or less · maintain the requirement of a Legislated Municipal Accessibility Advisory Committee (GRAAC) \Inclusion\Joint Accessibility Plan 2006 7 I 2006 JOINT ACCESSIBILITY PLAN Compliance with accessibility standards will not be ootional and organizations covered by the Act will be required to demonstrate their compliance by filing accessibility reports and making them public. The province is currently establishing Accessibility Standards Development Committees however, it is expected that any mandatory accessibility standards may not be legislated until later in 2006. The Joint Corporate Accessibility Steering Group will monitor the progress of the legislation and provide timely information /updates to municipal staff. 3.0 Municipal Jurisdictions Participating in Joint Accessibility Plan \Inclusion\Joint Accessibility Plan 2006 I 2006 JOINT ACCESSIBILITY PLAN 4.0 Population and Municipal Highlights The following chart provides population and highlights of the municipalities participating in the Joint Plan. The municipal offices are located in the downtown core of Elmira. **The Township of Wellesley consists of a variety of small towns and villages including Wellesley, Linwood, St. Clements, Hawkesville, Heidelberg, Kingwood and Bamberg. Grand River Accessibility Advisory Committee Activities in 2005 In 2003, the municipalities of the Regional Municipality of Waterloo, the City of Kitchener, the City of Waterloo and the Townships of Woolwich, North Dumfries and Wellesley adopted the Grand River Accessibility Advisory Committee (GRAAC) as the Joint Accessibility Advisory Committee to comply with the ODA, 2001. The GRAAC undertook the following activities in 2005: · Election of Co-Chairs · Two sub-committees under development: Site/Building Plan Review; Transit · Self-evaluation was completed to assess members perceived progress and areas for improvement · Ongoing input into issues as they arise such as sidewalk policies, pedestrian charter, transit, snow clearance, site plans of community centers (Kitchener) · Review of municipal and public sector organizational accessibility plans · Undertook specific training on issues such as municipal operations and how to advise on accessibility plans · Attended and participated in AODA consultations · Attended workshops and conferences relevant to the work of the GRAAC · Ongoing recruitment and orientation of new members \Inclusion\Joint Accessibility Plan 2006 9 SECTION 1 ACCESSIBILITY INITIATIVES UNDERTAKEN IN 2005 \Inclusion\Joint Accessibility Plan 2006 10 I 2006 JOINT ACCESSIBILITY PLAN SECTION 1: Accessibility Initiatives Undertaken In 2005 1.1 INFORMATION/COMMUNICATION BARRIERS (A) American Sign Language (ASL) Interpreters at Public Meetings GOAL: To carry out a "needs" analysis for American Sign Language (ASL) Interpreters at municipal Public Meetings and to establish formal practices to accommodate persons who are deaf, deafened or hard of hearing in municipal services. Actions Undertaken in 2005 Staff from Kitchener, Waterloo and Woolwich (Clerks/Legislated Services) met in April 2005 with the Regional Manager from the Canadian Hearing Society and GRAAC representative/CHS employee, to discuss American Sign Language Interpretation at municipal public meetings. Based upon feedback at this meeting staff broadened the scope of the initiative beyond the provision of American Sign Language to: 1) address the accommodation of persons who are deaf, deafened or hard of hearing at public meetings and 2) to provide services/equipment to persons who are deaf, deafened or hard of hearing so they may communicate with elected officials and staff about any municipal service or issue. In June 2005 staff from Kitchener, Waterloo and Woolwich undertook a comprehensive audit of services and equipment (TTY, FM systems, provision of ASL) in respective City Hall and municipal facilities based upon suggested guidelines from the Canadian Hearing Society. City of Kitchener staff (Office of CAO) researched best practices/policies in other Canadian municipalities and shared with participating municipalities. Canadian Hearing Society staff conducted an onsite assessment of City of Kitchener City Hall and outlying facilities in August 2005. Township of Woolwich trained staff in use of Bell Relay Service in September 2005. City of Waterloo booked an interpreter to be available for the public budget meeting scheduled for November 21, 2005 in Council Chambers. City of Kitchener Legislated Services staff and staff representative from the Office of CAO leading this initiative received hands on training on the use of FM systems, TTY and Portable FM systems ("Pocket Talkers") available for use in Kitchener City Hall. Staff from Kitchener, Waterloo and Woolwich (Clerks/Legislated Services) met with the Regional Manager of Canadian Hearing Society and GRAAC municipality's representative/CHS employee in September 2005 to present each municipality's preliminary action items for consideration in 2006. CHS prepared a written report for staff in October 2005. Action items for 2006 will then be finalized. \Inclusion\Joint Accessibility Plan 2006 11 I 2006 JOINT ACCESSIBILITY PLAN This item will be approached through a two phase process: PHASE ONE: Working with members of the Grand River Accessibility Advisory Committee (GRAAC) each municipality will develop and conduct a needs analysis for ASL Interpreters at Public Meetings. Targeted Completion Date for Phase One: December 31, 2005 Status Complete ISJ Carry Forward D PHASE TWO: The City of Kitchener and the City of Waterloo Working with members of GRAAC the City of Kitchener and the City of Waterloo will establish formal policies that will be implemented according to a graduated schedule dependent on resources and the availability of ASL Interpreters. Each City will explore the feasibility of sharing or employing ASL interpreters on staff or developing an inventory of ASL Interpreters to hire on an as needed basis. Townships of North Dumfries, Wellesley and Woolwich Each Township will present a report of the needs analysis and financial cost of meeting the identified needs to each respective council. Each municipality as part of this process will explore the feasibility of purchasing this service through the Cities of Kitchener and/or Waterloo. Targeted Completion Date for Phase Two: December 31, 2005 Municipal Department Responsible City of Kitchener - Legislative Services City of Waterloo - Clerks Township of Woolwich - Clerks Township of Wellesley - Clerks Status Complete D Carry Forward ISJ (B) Corporate Communication - Alternate Formats GOAL: To provide municipal information in "alternate formats" to residents with disabilities. \Inclusion\Joint Accessibility Plan 2006 12 I 2006 JOINT ACCESSIBILITY PLAN Actions Undertaken in 2005 · The deadline for this initiative was originally established as December 31, 2005. A decision was made to merae this initiative with American Sian Lanauaae (ASL) Interoreters at Public Meetinas (Page 9) in 2006 in order to address all forms of municipal communication required by persons with disabilities. · Merged accessibility initiative in 2006 will be Corporate Communication - Alternate Formats. · Staff in each municipality currently responds to requests for documents in alternate format on an individual basis. Targeted Completion Date: December 31, 2005 Municipal Department Responsible City of Kitchener - Communications/Marketing and Legislated Services City of Waterloo - Clerks Township of Woolwich - Council and Information Services Township of Wellesley -Clerks Merged ISJ 1.2 TECHNOLOGICAL BARRIERS (A) Website Accessibility GOAL: To assess the municipalities' websites for accessibility to persons with disabilities. Actions Undertaken in 2005 Initial meeting held in June 2005 with Information Technology staff/representatives from City of Kitchener, City of Waterloo and Township of Woolwich. Each municipality agreed to review their current municipal web site using the W3C Checklist of Checkpoints for Web Content Accessibility Guidelines 1.0. These are the currently accepted standards for Website accessibility in the IT community. In July 2005, Information Technology staff/representatives from City of Kitchener, City of Waterloo and Township of Woolwich met with University of Waterloo Manager of Web Communications regarding Web site accessi bility /usability. \Inclusion\Joint Accessibility Plan 2006 13 I 2006 JOINT ACCESSIBILITY PLAN · In September 2005 K-W Accessibility Web Master was approached to ask for their assistance in reviewing the websites of Kitchener, Waterloo and Woolwich for accessibility. This review is currently underway. · In October 2005, Information Technology staff/representatives from participating municipalities visited the University of Waterloo Adaptive Technology Centre (Office for Students with Disabilities) to learn about the various types of adaptive technology used by persons with all disabilities (physical, learning, visual, etc) · In October 2005, Information Technology staff/representatives from Kitchener and Waterloo attended the CAPability Conference. Attendants gained a clearer understanding of current software and hardware that will enable our websites to be more accessible for persons with disabilities. The conference also provided a forum for staff to discuss various issues with other municipalities. Any opportunities were then brought back to the group for discussion regarding a possible implementation plan. Targeted Completion Date: December 31, 2006 Municipal Department Responsible City of Kitchener - Information Technology City of Waterloo - Information Systems Township of Woolwich - Council and Information Services Township of Wellesley - Clerks Status Complete D Carry Forward ISJ 1.3 POLICY/ PRACTICE BARRIERS (A) Consideration of Accessibility In Purchasing Corporate Goods and Services GOAL: Review existing municipal purchasing policies and practices in order to incorporate a statement of accessibility with respect to having regard to the accessibility of persons with disabilities to municipal goods and services. Actions Undertaken in 2005 · Purchasing staff from Kitchener, Waterloo, Woolwich and Waterloo Public Library met in May and August 2005 to review the requirements of the Ontarians with Disabilities Act, 2001 with respect to accessibility for persons with disabilities to goods and services being purchased and the procurement processes of the municipalities. \Inclusion\Joint Accessibility Plan 2006 14 I 2006 JOINT ACCESSIBILITY PLAN · City of Kitchener shared a "draft" of Article 17 Determining Requirements, Section 170.17.4 Accessibility for Persons with Disabilities with staff in attendance - "When acquiring goods or services for the Corporation of the City of Kitchener, the Director of Purchasing or their designate shall have regard to accessibility for persons with disabilities to the goods or services". · Each municipality investigated incorporating the City of Kitchener's accessibility statement within individual purchasing bylaws. Targeted Completion Date: December 31, 2005 Municipal Department Responsible City of Kitchener - Purchasing City of Waterloo - Purchasing Township of Woolwich - Finance Township of Wellesley - Clerks Status Complete D Carry Forward ISJ (B) Consideration of Accessibility in Grants and Services to Community Groups GOAL: To review existing municipal grants and services to community groups in order to incorporate a statement of accessibility with regard to persons with disabilities within their application process. Actions Undertaken in 2005 · Kitchener and Waterloo met to discuss incorporating a global accessibility statement within Recreation grants available to community groups. Kitchener is currently reviewing grant process within Community Services Department. · Waterloo has incorporated an accessibility statement in City of Waterloo Cash Grant Applications in Fall 2005. Application Form - "Under the Accessibility for Ontarians with Disabilities Act (AODA), municipalities and their affiliates must give regard to persons with disabilities. Please describe how you will give regard to persons with disabilities within your event, programs and/or activities provided." Eligibility Criteria - "Under the Accessibility for Ontarians with Disabilities Act (AODA), municipalities and their affiliate must give regard to persons with disabilities. \Inclusion\Joint Accessibility Plan 2006 15 I 2006 JOINT ACCESSIBILITY PLAN · Woolwich currently has in place a policy for grants and an application process. Woolwich will incorporate the above statement into the Township's grants process. Targeted Completion Date: December 31, 2005 Municipal Department Responsible City of Kitchener - Community Services (Inclusion) City of Waterloo - Community Development and Programming Township of Woolwich - Council and Information Services Township of Wellesley - Recreation Status Complete D Carry Forward ISJ (C) Recreation Advisory Committee GOAL: To review recreation practices in the participating municipalities to determine the potential for sharing of resources (currently in place in the City of Kitchener and Waterloo) and the creation of a Joint Recreation Advisory Committee. Actions Undertaken in 2005 A meeting of recreation staff in participating municipalities was held in October 2005. The purpose of this meeting was to set the structure and purpose of the Recreation Advisory Committee for Persons with Disabilities. Further direction of the committee may include receiving input and feedback on both specialized and inclusive recreation opportunities and services as well as sharing of resources. Targeted Completion Date: December 31, 2005 Municipal Department Responsible City of Kitchener - Community Services (Inclusion) City of Waterloo - Community Development and Programming Township of Woolwich - Recreation & Facilities Services Township of Wellesley - Recreation Status Complete D Carry Forward ISJ (D) Employment Advisory Committee GOAL: To review with municipalities, GRAAC and other stakeholders' current municipal employment policies and practices in order to identify barriers to employment for persons with disabilities. \Inclusion\Joint Accessibility Plan 2006 16 I 2006 JOINT ACCESSIBILITY PLAN Actions Undertaken in 2005 · The deadline for this initiative was originally established for December 31, 2005. A decision was made to postpone commencing this initiative in order to advance the Snow Clearance Policies and Practices initiative in 2005. Targeted Completion Date:_ December 31, 2005 Municipal Department Responsible City of Kitchener: Human Resources City of Waterloo: Human Resources Township of Woolwich: Council and Information Services Township of Wellesley: Clerks Status Complete D Carry Forward ISJ (E) Specialized Recreation Opportunities for Persons with Disabilities GOAL: To review specialized and other community wide recreation opportunities for persons with disabilities. Actions Undertaken in 2005 · The deadline for this initiative was originally established as December 31, 2007. A decision was made to begin this initiative in 2005 and merae this initiative with Recreation Advisorv Committees (Page 14). This was decided because in order to establish, plan and determine the need and scope for recreation opportunities for persons with disabilities it is necessary to consult with a Recreation Advisory Committee for Persons with Disabilities comprised of persons with disabilities (including GRAAC), agencies and other representatives. Targeted Completion Date: December 31, 2007 Municipal Department Responsible City of Kitchener - Community Services (Inclusion) City of Waterloo - Community Development and Programming Township of Woolwich - Recreation & Facilities Services Township of Wellesley - Recreation Merged ISJ \Inclusion\Joint Accessibility Plan 2006 17 I 2006 JOINT ACCESSIBILITY PLAN (F) Snow Clearance Policies and Practices GOAL: To review with other municipalities, GRAAC and other stakeholders current municipal snow clearance policies and practices in order to improve mobility for residents with disabilities. Actions Undertaken in 2005 Staff from Kitchener, Waterloo, Woolwich and Wellesley met in March 2005 to discuss the initiative and to move it ahead of the original targeted completion date of December 31, 2007. Staff determined three key areas of focus: education of public and education of enforcement procedures and review of operations practices. GRAAC representatives from 4 municipalities attended a meeting in May 2005 with staff to present their concerns regarding snow clearance. City of Cambridge staff was also in attendance. June 2005- Region of Waterloo staff and Grand River Transit staff attended meeting with municipalities to discuss how the municipalities can work together to strengthen communication message through joint advertising. July 2005 a small sub group of staff from Kitchener and Waterloo met with Corporate Communications staff from City of Kitchener to review the joint marketing/advertising of snow clearance currently in place in Kitchener and Waterloo. Through a survey distributed in August 2005 and work done with the Joint municipalities a winter maintenance report went forward to City of Waterloo Council in November 2005 with recommendations for improving response time efficiencies by 50% with priority given to older adults, persons with disabilities and high traffic public areas. October 2005 - Operations and Enforcement staff in Kitchener and Waterloo met to identify action items for upcoming winter season. Actions Undertaken in 2005 This initiative was discussed at the June 2005 Joint Corporate Accessibility Steering Group. City of Kitchener staff representative on the Joint Corporate Accessibility Steering Group and Township of Woolwich staff contacted a number of private consultants for information about carrying out an accessibility audit of municipal facilities. This information has been collated and shared with other staff representatives in the Joint Corporate Accessibility Steering Group. City of Kitchener Corporate Accessibility Steering Group (representatives from the Office of the CAO, Legislated Services, Finance, Legal and Community Services Inclusion) presented a report to Finance and Corporate Services Committee in September 2005 seeking annual capital funding (establishment of a Corporate Accessibility Fund) to support this initiative, other upcoming Joint Accessibility Plan initiatives and pending accessibility standards as per the AODA, 2005. In 2006, $100,000 will be allocated to the City of Kitchener Capital Budget account and $100,000 per year for the years 2007-2011 subject to final approval through the capital budget process. This amount will be reviewed periodically. Each municipality will seek approval for funds to implement an audit in 2006. City of Waterloo has applied annual capital accessibility funds to place automatic door operators in the following facilities by December 2005: Albert McCormick Community Centre - new side entrance; Wing 404 Rotary Adult Centre; Waterloo Service Centre; Canadian Clay and Glass Gallery City of Waterloo retrofitted woman's washroom in Waterloo Park- Lion's Lagoon for accessibility to persons with disabilities. This survey specifically deals with the services and programs offered by the Cities and the Townships. The questions below will help us address the issues that concern our residents in future Joint Accessibility Plans, prepared annually under the Ontarians with Disabilities Act. Background The Province of Ontario passed the Ontarians with Disabilities Act (ODA) in 2001 which requires municipalities to identify, remove and prevent barriers for persons with disabilities. The Act defines a barrier as "anything that prevents a person with a disability from fully participating in all aspects of society because of his or her disability, including a physical barrier, an architectural barrier, an information or communications barrier, an attitudinal barrier, a technological barrier, a policy or a practice." Under the Act, municipalities are required to prepare an annual accessibility plan in consultation with persons with disabilities. Each year, the Cities of Kitchener and Waterloo, and the Townships of North Dumfries, Wellesley and Woolwich prepare a Joint Accessibility Plan that highlights actions we intend to take to reduce barriers in our communities. One initiative from our Joint Accessibility Plan is to consult with our residents about barriers in the community and to gather suggestions for the removal of those barriers. We want to hear from persons with disabilities, agencies representing persons with disabilities, committees, advocacy groups and the general public in Kitchener, Waterloo and the Townships of North Dumfries, Wellesley and Woolwich.
