GENERAL PROVISION GRANT REQUEST - NERUDA
PRODUCTIONS
RECOMMENDATION:
That the City of Kitchener approve a one time general provision grant in the amount of
$3,000 to Neruda Productions to assist with expenses related to the 2006 Arpillera
Project.
REPORT:
The Community Services Department has received a grant request in the amount of $5,000
(cash) from Neruda Productions to assist with expenses to host a "New Immigrant Women's
Workshop and Arpillera (Quilt) Project" in 2006.
In April 2005, Neruda Productions hosted the first "Arpillera: Tapestry of Life" project, with 33
participants creating an Arpillera that "told their stories and expressed the personal experiences
of each woman and her views about coming to and living in Waterloo Region as a New
Canadian". The Arpilleras were exhibited at Kitchener City Hall in June 2005.
Funding assistance is requested for the second Arpillera project to allow for expansion of the
program to women throughout the Region. Neruda Productions is proposing to hold another
Arpillera project with objectives to expand the program to include greater participation from
women with different cultural groups within the Region, generate awareness about the Arpilleras
and how they can build a sense of community, and lay the foundation for an ongoing program in
Waterloo Region and, in future, host an Arpillera Festival of locally created tapestries. The
making of the Arpilleras will begin in March, with an exhibition planned in June during the
Tapestry Celebrations of Diversity. The group has also requested the use of the Kitchener
Market as a place to meet during the creation of the tapestries. Neruda Productions is also
planning to document the entire process through photographs and a video recording to publish
a book and to make a short film documentary about the story of making the Arpilleras.

Neruda Productions has advised that they are in the process of becoming incorporated and
applying for non profit status. Attached to the application form is a letter from Martin de Groot,
Executive Director of the Waterloo Regional Arts Council, confirming that Neruda Productions
has been operating for several years as a non profit organization and that a formal incorporation
process has been initiated.
The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their
February 14, 2006 meeting, who recommended that the grant request be approved in the
amount of $4,900 ($4,400 cash;$500 in kind facility for the Market). A copy of the ACAC
resolution is attached for reference.

Arts and culture support is a significant focus area for the City of Kitchener. This initiative is
very much in line with general provision grant guidelines and is an area of municipal service
responsibility. Staff concur with ACAC's recommendation to provide support for this event.
However, we believe that the Cities of Waterloo and Cambridge should also be approached for
funding assistance since it is intended to expand the program throughout the Region.
The applicant has indicated that they have not applied to any other municipality for a grant.
Therefore, staff recommend a grant in the amount of $3,000, and encourage Neruda
Productions to pursue funding from other area municipalities. Further, the organization may
have the potential of receiving additional revenues to support this project through sales of the
film documentary and book.
FINANCIAL IMPLICATIONS:
If approved, the grant amount will be funded through the general provision grant account.
