BACKGROUND: At the August 21, 2006 Finance and Corporate Services Committee meeting, Council considered a request from the Dynamo (Studio D) Dance Team to assist with expenses related to the team attending the International Tap Dance Festival in Vancouver in September. The request was deferred to the August 28, 2006 Council meeting in order that the following additional information, as requested by Committee members, could be provided by the dance team and staff: · a completed travel assistance grant application form · an updated budget including anticipated revenues from other sources · a final list of participants and their residency · a comparison of this grant request to the team of athletes/officials sponsored by the City of Kitchener to attend the International Children's Games in Coventry, England, in July 2005 REPORT: Staff has reviewed the travel assistance grant application, submitted on August 22, 2006 by the Dynamo (Studio D) Dance Team, requesting $8,832.00 to cover expenses for the team to attend the International Tap Dance Festival in Vancouver from September 1 to 4,2006. Staff recommend that a grant not be approved since the request does not meet the following grant criteria. Report No. CSD-06-094 Page 2 Travel assistance grants are intended for individuals or groups involved in minor sports in the City of Kitchener who have qualified to compete in provincial, national or international championships. Grants are intended to assist with the cost of travel to and from the event location only, and are not to be of an invitational nature, but must be a recognized provincial, national or international competition. The International Tap Dance Festival is not a competition but rather an invitational event. Further, the Dance Team has requested funding to cover expenses for airfares, airport transfers, hotel accommodations, conference classes and performance entry fees for the seven performers and team choreographer. Travel assistance grants are intended to assist with the cost of travel to and from the event location only and are limited to Kitchener residents, 18 years of age or under. For national competitions attended by teams, the travel assistance grant criteria provides an amount of $90 per competitor, to a maximum of $1,000 per team, for qualified applicants. Should Council wish to consider providing sponsorship, staff suggest that a maximum of $630 be approved ($90 for each of the seven competitors who are residents of Kitchener and under the age of 18). Staff was also requested to provide information with respect to the funding provided for a City of Kitchener team to attend the 2005 International Children's Games in Coventry, England in July 2005. The City of Kitchener was invited by the Games Committee to send a team of up to 20 children and 5 officials to participate in the 2005 event. The International Children's Games Committee covered the expenses for accommodation and meals for the delegations, with the remaining costs for entry fees, uniforms and transportation to be paid by the delegations. The estimated budget for the team to attend the Coventry event was $28,000. Council approved a contribution of $4,000, with the remaining costs covered by the KW Sports Council ($8,000), Kitchener Sports Association ($8,000) and contributions by sports groups ($8,000). Further information and budget details for the 2005 International Children's Games are provided in staff report CSD-05-022 presented to Community Services Committee on January 24, 2005 (copy attached).
