EXEMPTION TO COUNCIL POLICY 1-63 (APPOINTMENT
TO BOARDS AND COMMITTEES)
RECOMMENDATION:
"That notwithstanding the eligibility requirements of Council Policy 1-63 (Appointment to
Boards and Committees) wherein lay members appointed must either reside, work or
own property in the City of Kitchener, the appointment of Ms. Nirala Sonder to the
Environmental Committee, who no longer meets the eligibility requirements herein
referred to, be re-affirmed for a term to expire November 30,2006."
BACKGROUND:
Council Policy 1-63 (Appointment to Boards and Committees) states: "except for boards and
committees whose eligibility requirements are legislatively controlled, lay members appointed to
boards and committees must either reside, work or own property in the City of Kitchener to be
eligible for appointment."
REPORT:
At the April 21, 2005 Environmental Committee meeting Ms. N. Sonder informed staff that she
no longer resides in the City of Kitchener and subsequently, is in contravention to Council Policy
1-63. In Ms. Sonder's four years as a Committee member she has been an active participant
and wishes to remain as a member of the Committee. Accordingly, staff recommend that she be
granted an exemption to Council Policy 1-63 to allow her to complete her term of appointment.
A copy of Council Policy 1-63 (Appointment to Boards and Committees) is attached for
background information.
