DOG DESIGNATION APPEAL COMMITTEE - LAY MEMBER
STIPEND.
RECOMMENDATION:
"That the Kitchener-Waterloo Kennel Club member of the Dog Designation Appeal
Committee receives a $100. stipend per meeting to be paid retroactively from January 1,
2005."
BACKGROUND:
In the past the Dog Designation Appeal Committee has had extreme difficulty in
retaining/obtaining a Kennel Club and or Veterinary members. Since 2002 the City has been
unable to retain a Veterinarian on the Committee and subsequently relies upon the Kennel Club
member for their expertise.
REPORT:
Last fall the Kennel Club member moved and now has to travel approximately 60km, one way,
to attend Committee meetings. Given the essential services this member provides to the
Committee, and the distance this person travels; staff is requesting that a $100. stipend per
meeting be approved for this member to be paid retroactively from January 1 , 2005.
FINANCIAL IMPLICATIONS:
By-law 2004-265 (Dogs) states that staff will endeavour to hold a meeting of the Dog
Designation Appeal Committee within 30 working days of receiving an appeal. Last year the
Committee met 11 times, with the Kennel Club member volunteering their services. Provided
the remaining Dog Designation Appeal Committee meeting schedule is adhered too, the total
allocated stipends to the Kennel Club member for this year should be approximately $1,000. At
present the Property Standards Committee budget for the remainder of this year is $1,712.
Between July and December of last year the Property Standards Committee only held 2

meetings and staff is confident in estimating a similar number of meetings for the remainder of
this year. As such, staff is proposing that the monies to cover the Kennel Club member's
stipends be taken from the Property Standards Committee budget for this year and that while
this individual is a member of the Dog Designation Appeal Committee, $1500. be budgeted
annually to that Committee to cover future stipend appropriations.
