Report To: Development & Technical Services Committee
Date of Meeting: 2007 January 29
Submitted By: John McBride, Director of Transportation Planning
Prepared By: Cameron Revers, Student Traffic Technologist (741-2618}
Ward(s) Involved: Fairview-Gateway Ward (3}
Date of Report: 2007 January 11
Report No.: DTS 07-010
Subject: ON-STREET PARKING -DEER RIDGE DRIVE
RECOMMENDATIONS:
That on-street parking be prohibited at anytime on both sides of Deer Ridge Drive from the
intersection of King Street East to a point 50 metres north of the intersection of Candle
Crescent; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a local resident to review the existing on-
street parking regulations on Deer Ridge Drive from King Street East to Candle Crescent.
At the present time, on-street parking is permitted on both sides of Deer Ridge Drive from King
Street East to Candle Crescent for three (3} consecutive hours, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2000-159.
REPORT:
This request asked that on-street parking be prohibited on Deer Ridge Drive, as parked vehicles
are restricting traffic flow on this important collector road, which provides the primary street
access to the Deer Ridge neighbourhood.
After a review of the roadway, Transportation Planning has found that when on-street parking
occurs on Deer Ridge Drive, traffic on the roadway is restricted, reducing the optimal efficiency
of the roadway. In addition, sightlines are reduced for motorists exiting from Grand Hill Drive
onto Deer Ridge Drive. Motorists turning out of Grand Hill Drive cannot safely see southbound
Deer Ridge Drive traffic approaching from the left, therefore creating an operational safety
concern.
Transportation Planning, in the interest of traffic safety, is recommending that on-street parking
be prohibited at anytime on both sides of Deer Ridge Drive from the intersection of King Street
East to a point 50 metres north of the intersection of Candle Crescent. There is no residential
frontage onto this section of Deer Ridge Drive and the only adjacent commercial landowner that
might be affected by this change was supportive of the on-street parking prohibition.
This recommended revision will result in a loss of approximately seventy-five (75} on-street
parking spaces. Transportation Planning does feel, however, that parking usage in this area can
still be accommodated. On-street parking will be maintained on Deer Ridge Drive immediately
adjacent to Candle Crescent, in order to ensure sufficient on-street parking for the nearby
townhouse complex. The parking characteristics of this area will be monitored after the parking
prohibition is implemented on Deer Ridge Drive. Transportation Planning will examine any
necessary revisions to parking regulations in this area if the need arises in the future.
FINANCIAL IMPLICATIONS:
The approximate cost for signing for the roadway is $650 including installation, and will be taken
from the existing sign maintenance budget.
