RECOMMENDATION:
Chandler Mowat Community Centre
For Information Purposes Only
BACKGROUND:
Teeple Architects Inc. was retained as Architect for the Chandler Mowat Community Centre for
the purpose of preparing the tender documents for tender in June 2005 and to bring the project
on budget. Costing exercises over time have indicated that the Architect and his subs were not
meeting budget and, as a result, their documents became tardy given the budgetary obligations.
Staff met with them on August 5 to discuss more serious cost cutting measures to bring this
project on budget.
REPORT:
Given the scheduling and budgetary difficulties experienced to date, we are presented with two
options. The first option is to tender very quickly and to proceed into winter construction. The
second allows tendering in late October, and delays construction to the Spring of 2006. The
latter option affords the consultant more time to produce better quality documents.
Unfortunately, construction in 2006 as opposed to 2005 will be more expensive given
construction inflation. I suggest that winter construction would come at a premium similar to
delaying until spring but, in addition, quality suffers with inclement weather.
FINANCIAL IMPLICATIONS:
The Project Owner will be budgeting for inflationary and other increases in the 2006 capital
forecast process.
COMMUNICATIONS:
Throughout the construction phase all efforts will be taken to ensure ongoing communication
about progress and impact on programming to Council, key community partners and the
neighbourhood associations as appropriate through both formal (newsletter and meetings) and
informal (stake holder contacts) channels.
CONCLUSION:
We recommend delaying construction to the Spring of 2006 to achieve occupancy by year end.
We have communicated to the architects a third set of deadlines which would lead to
construction either in winter or after the winter breaks.
