EXEMPTION TO CHAPTER 450 (NOISE) - BETHANEY
EVANGELICAL MISSIONARY CHURCH
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted to
the Bethaney Evangelical Missionary Church for their annual Christmas Pageant on December
1st to the 4th, between the hours of 6 P.M. and 9 P.M.
BACKGROUND:
The Bethaney Evangelical Missionary Church at 160 Lancaster Street East is holding its' annual
Christmas Pageant from December 1st to 4th, 2005. This will involve an outdoor display in their
parking lot and will include amplified sound for approximately 15 minutes per hour, each hour,
between 6 P.M. and 9 P.M.. As such, the Church is requesting an exemption from Chapter 450
(Noise) .
REPORT:
The Church has run this pageant for the previous 9 years and the By-law Enforcement Division
is not aware of any complaints registered from the adjacent neighbourhood.
Please note, there was an oversight when staff received the request from the Church, which
caused a slight delay in processing the request. Thus, the exemption is being processed
through the Committee of the Whole rather than the usual Finance and Corporate Services
Committee.
FINANCIAL IMPLICATIONS:
None identified at this time.
COMMUNICATIONS:
No Corporate Communications required.
CONCLUSION:
Based on the circumstances surrounding this event, the By-law Enforcement Division does not
object to this request for an exemption.
