BACKGROUND: The Vien Quang Buddhist Association of Kitchener-Waterloo is celebrating the Chinese New Year on February 17, 2007, at their temple located at 23 Campbell Avenue. As part of their celebration, they are planning a "Dragon Dance" on the outside of their temple property for approximately 30 minutes between the hours of 10 PM to 11 PM. This portion of their celebration will include some drumming, which will involve higher than normal levels of noise. As a result, the Association has submitted a request for an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code. REPORT: By-law Enforcement Division staff report that there may be the potential for a resident on Campbell Avenue to be concerned with the noise level from this event. As such, staff have contacted the resident to inform them of the planned event. The resident appeared to be thankful for the advance notification and indicated that they understand the importance of the event and that it is for only a short period of time. Representatives from the association have also been in contact with staff with respect to making arrangements for on-street parking during the evening. There is limited parking on Campbell Avenue, so staff are making arrangements for parking on adjacent streets for the event. FINANCIAL IMPLICATIONS: None identified at this time. COMMUNICATIONS: No Corporate Communications required. CONCLUSION: Based on the circumstances surrounding this event, the By-law Enforcement Division does not object to this request for an exemption.
