EXECUTIVE SUMMARY: The purpose of this report is to inform Council of the current Winter Works projects (Winter Works period November 15, 2006, to April 1, 2007) as well as other works being performed that are not under the Winter Works Program. BACKGROUND: Every year, the Operations Division of the Department of Community Services completes projects on a citywide basis during the winter season. These projects vary in scope and scale but all involve the use of Operations labour and equipment funded by a specific operating account managed by the Operations Division. The Operations Division costs for materials are not covered under Winter Works and must be budgeted out of each Department sponsoring a project. It is understood that the projects undertaken are secondary to the prime winter roads maintenance function of the Operations Division and are of a nature that can be stopped when the need arises for staff to respond to a winter ice or snow event. REPORT: Due to the extended unseasonably mild weather we have been experiencing to date the Operations Division is relying on its Winter Works Program to support staff activities. Applications for Winter Works projects for 2006-2007 were submitted in early September and have been reviewed, evaluated and prioritized by Community Services staff. This year's projects that Engineering has submitted are individually smaller in scale, therefore allowing for many other projects from other departments. This has allowed Operations to undertake projects from a variety of sources. It is difficult to estimate costs of these projects due to the unknown scope of the work (i.e. City wide projects). It also should be noted that the watercourse projects have limitations that only allow Operations staff to enter the watercourse to perform the work after the watercourse has frozen over. Due to the mild winter we are experiencing, these projects may need to be deferred to next year. This is also the case in many of the woodlots. It is simply too mild to effectively perform the required work. Report No: CSD-07-016 FINANCIAL IMPLICATIONS: The Operations Division is allocated specific funding to perform the Winter Works Program. The operating budget for Winter Works for 2006 was $579,772. A total of $595,404 has been allocated in the 2007 operating budget primarily to offset staff and equipment expenses. COMMUNICATIONS: City staff, which have submitted applications to the Winter Works program, have been notified of the result of the review process and the scheduling of their applications. CONCLUSION: In conclusion, Operations staff are committed to undertaking the above listed Winter Works projects as complimentary, and secondary to, the winter road maintenance operations. The projects have been reviewed and scheduled according to prior commitments, overall benefit, scope of work, and availability of skilled crews. The program represents an efficient way of completing much needed work with skilled City crews in accordance with their availability throughout the winter period. Ken Currier Director of Operations AP
