TRAFFIC CONTROL CONDITIONS - HURON ROAD/MILL
PARK DRIVE
RECOMMENDATIONS:
1. That the existing intersection stop control at Mill Park Drive/Wilson Avenue and Huron
Road intersection be reversed to require eastbound traffic on Wilson Avenue to stop at
Huron Road while permitting traffic on Mill Park Drive and Huron Road to travel through
without stopping and further;
BACKGROUND:
2. That the Uniform Traffic By-law be amended accordingly.
Transportation Planning has received a request to review the current traffic control conditions at
the intersection of Huron Road and Mill Park Drive/Wilson Avenue.
As outlined in the City of Kitchener Municipal Plan, Mill Park Drive is designated as a scenic -
heritage road, while Huron Road is designated as a minor collector roadway.
REPORT:
At the present time, traffic on Huron Road stops and yields right of way to traffic on Mill Park
Drive/Wilson Avenue, as outlined in the City of Kitchener Uniform Traffic By-law No. 2000-159.
The intersection of Huron Road and Mill Park Drive/Wilson Avenue is not a conventional t-
intersection in nature in that the west leg (Wilson Avenue) is not developed. The west leg is
used solely to provide an area for the public to park when visiting Homer Watson Park.
In order to take a proactive approach to traffic safety, minimize potential conflicts and reduce
unnecessary delays. Transportation Planning recommends that the existing intersection stop
control at Mill Park Drive/Wilson Avenue and Huron Road intersection be reversed to require
eastbound traffic on Wilson Avenue to stop at Huron Road while permitting traffic on Mill Park Drive
and Huron Road to travel through without stopping. The reversal of the stop controls will provide
the opportunity to properly delineate the major traffic movement and appropriately sign for the
through traffic movement through the curve.
The reversal of the stop controls at this intersection, along with the limited vehicular activity on the
west leg (Wilson Avenue), will result in this location operating similar to a 90 degree curve in a
typical roadway. In this regard, Transportation Planning will post curve warning signs in both
directions, along with the appropriate safe speed posted on an accompanying tab sign.
Transportation Planning is recommending that the existing intersection stop control at Mill Park
Drive/Wilson Avenue and Huron Road intersection be reversed to require eastbound traffic on
Wilson Avenue to stop at Huron Road while permitting traffic on Mill Park Drive and Huron Road to
travel through without stopping.
FINANCIAL IMPLICATIONS:
The approximate cost for the reversal of the intersection control and to appropriately sign the
roadway is $800, including materials and installation and will be taken from the existing sign
maintenance budget.
