ALTERATION (SIGNAGE)
RECOMMENDATION:
That pursuant to Section 33 of the Ontario
Heritage Act, Heritage Permit Application
HPA 2005-IV-015 (120 Duke Street West) Qg
aooroved to permit the installation of signage as
shown on the plans and described in the
specifications submitted in support of the Heritage
Permit Application dated October 3,2005.
BACKGROUND
The City of Kitchener is in receipt of Heritage
Permit Application HPA 2005-IV-015 dated
October 3, 2005. The application seeks Council's approval to install signage at 120 Duke Street
West (former St. Jerome's College / High School) which is designated under Part IV of the
Ontario Heritage Act. The work proposed to be undertaken will facilitate Wilfrid Laurier
University's rehabilitation of the building as the location of the Faculty of Social Work Graduate
School. Rehabilitation is the action or process of making possible a continuing or compatible
contemporary use of a historic place through repair, alterations and/or additions, while
protecting its heritage value.
REPORT:
As part of their rehabilitation of the former St. Jerome's building, Wilfrid Laurier University is
proposing to install signage identifying the university name and university crest on the front
(Duke Street) fa<;ade. Specifically, the proposal requests Council's permission to install a 67in.
high and % in. thick "WLU crest" within the gable end of the pediment on the central pavilion;
and to install % in. thick aluminium
letters reading "Wilfrid Laurier
University", immediately below the crest
on the simple metal frieze separating
the third storey from the pediment. The
surface on which these signs will be
installed is not original building fabric,
but rather new material composed of a
metal faced wood substrate, all as
identified in the plans and specifications
included with the previous heritage
permit application which was approved
by City Council.
Staff are of the opinion that the design,
scale and location of the proposed
signage is architecturally appropriate and will not impair or visual compete with original or
significant architectural details. Staff acknowledge that the colours of the crest reflect those of
the standard WLU crest. There is no proposal or intent to illuminate the signage.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are associated with the approval of the
recommendation made in this report.
CONCLUSION:
The rehabilitation of St. Jerome's represents a unique and significant opportunity to showcase a
landmark heritage property in Kitchener. Staff are of the opinion that the proposed signage does
not adversely impact the heritage significance of the former St. Jerome's building.
Consequently, it is recommended that HPA 2005-IV-015 be approved.
