Eng., Design and Construction Engineer Ward(s~ Involved: 6 West -Victoria Pk Date of Report: January 31, 2007 Report No.: DTS 07-030 Subject: STRANGE STREET RECONSTRUCTION - PO EXTENSION REQUEST FOR 2007 CONSTRUCTION RECOMMENDATION: That Council approve the extension of the purchase order for IBI Group by $87,270 to complete the 2007 construction of Strange Street. BACKGROUND The reconstruction of Strange Street between Victoria Street and Park Street is a triple funded project that was originally budgeted for 2006. It was anticipated that the entire length of Strange Street would be completed as one project. Council awarded Expression of Interest E05-027 for the engineering services to IBI Group in August 2005. During budget deliberations in 2005 it was determined that, for financial reasons, the construction would be split over two years. The first phase of Strange Street is Victoria Street to the GEXR tracks, Dominion to Park Street, and Elm Street, and was to be completed in 2006. The second phase of Strange Street is Cherry Street to the GEXR tracks and is planned for 2007. REPORT: During the 2005 budget preparation, the Strange Street project was split into two phases to accommodate budget restrictions for 2006. Tender T06-024 for Phase 1 was issued in March 2006 with an expected working time of 75 days. Due to several factors summarised below, the contractor required 112 working days to complete Phase 1. When IBI Group was awarded the project in 2005 the fees submitted were based on a total of 110 working days to complete both Phases. IBI has estimated that Phase 2 will require 80 working days. Therefore their purchase order for the contract administration must be extended accordingly to complete Phase 2. Discovery of Additional contamination - As reported in report number DTS 06-128 to the Finance and Corporate Services Committee August 21, 2006, during the construction unanticipated contamination in the roadway was discovered. This lead to a substantial delay in the project as the material was identified, quantified and removed. Additional work for the Region of Waterloo -During the construction, the Region requested that a sanitary service be installed to their pump station on Strange Street. This required the installation of a new manhole and sanitary service pipe on Region of Waterloo property. Leaking / New watermain valves -During the reconstruction the contractor was directed to replace, or insert new watermain valves. Watermain valves are required to isolate the watermain at the limits of construction. Due to leaks in existing valves and lack of valves at the limits of the project, the contractor was directed to install new watermain valves at the request of Kitchener Utilities. Adverse weather -The construction progressed slowly in the months of October and November due to unusually wet weather. The wet weather combined with poor draining in-situ soils on the job-site hampered the contractor's progress and adversely affected the schedule. CONCLUSION: Staff has reviewed the extent of the remaining work on Strange Street and associated costs and concurs that 80 additional days of construction administration will be required to complete Phase 2 of the project.
