DELEGATION OF AUTHORITY FOR DRAFT PLAN OF
SUBDIVISION AND DRAFT PLAN OF CONDOMINIUM
APPROVALS
RECOMMENDATION:
That By-law 2005-170 be amended in accordance with the Proposed By-law, attached, dated
February 8, 2007 for the purpose of appointing the Manager of Long Range and Policy Planning
as one of two alternates authorized to exercise all of the subdivision and condominium approval
authority delegated to the Manager of Development Review in his/her absence, and to update
the title of the Manager of Development Review.
BACKGROUND:
It is necessary to update the subdivision and condominium delegation by-law to accurately
reference current job titles and duties.
REPORT:
Staff have been delegated the authority to sign off on subdivision plans and condominium plans
for registration, and to sign certain statements made under the Condominium Act. The primary
approval authority for this role is the Manager of Development Review, which position title
replaces the former Manager of Design and Development. The recently re-established role of
Manager of Long Range and Policy Planning is to be appointed as an alternate in place of the
General Manager of Development and Technical Services. The Director of Planning remains as
a second alternate. All three positions have the technical knowledge to responsibly carry out
this duty. Having three alternatives will reduce delays and enable better customer service.

BY-LAW NUMBER
OF THE
CORPORATION OF THE CITY OF KITCHENER
(Being a by-law to amend By-law 2005-170 to delegate certain
authority under the Planning and Condominium Acts)
AND WHEREAS it is deemed expedient to amend By-law 2005-170;
NOW THEREFORE the Council of the City of Kitchener enacts as follows:
1. Section 1 a) is hereby deleted.
2. Section 1 c) is hereby amended by deleting therefrom the words "Manager of Design and
Development" and substituting therefore the words "Manager of Development Review".
3. Section 9 is hereby deleted and substituted therefore is the following:
"The Manager of Long Range and Policy Planning of the Department of Development and
Technical Services for the City of Kitchener and the Director of Planning of the Department of
Development and Technical Services for the City of Kitchener are hereby appointed as
alternates to the Manager and are authorized to exercise all of the authority hereby delegated
the Manager in his/her absence."
