HomeMy WebLinkAboutFIN-07-018 - E07-009 - Consultant Services - Hanson Ave Extension Environmental Assessment Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2007 -02- 26 Prepared By: Larry Gordon Date of Report 2007 -02-16 Report No: FIN 07-018 Subject: E07-009 - Consultant Services - Hanson Avenue Extension Environmental Assessment RECOMMENDA TION That Expression of Interest E07-009, Consultant Services - Hanson Avenue Extension Environmental Assessment, be awarded to The Walter Fedy Partnership, Kitchener at their estimated fee of $77,422.40, including a contingency of $6,640. and G.S.T., based on a satisfactory contract being negotiated, and further that the Director of Purchasing be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND In January 2006, Council approved the Business Case for a new Twin Pad Arena to be located on Hanson Avenue, adjacent to St. Mary's Secondary Catholic School. During detailed design review for the Twin Pad site, the Steering Committee identified the need for connectivity between this Community Recreational Facility and the surrounding neighbourhoods. At that time, GSP Group was retained to complete a Neighbourhood Connectivity Study (Study) (dated November 2006). The Study was completed by the GSP Group in association with Paradigm Transportation Limited and identified a number of important linkages that would be required to provide pedestrian and vehicular access to the facility. Based upon the recommendations presented in that Study, the extension of Hanson Avenue was listed as a priority to provide functional access and improve the overall functionality of the transportation network in this development area. Following the recommendations put forth in the Study, we proceeded to retain the services of an engineering consultant to complete a Schedule B Class EA to establish the alignment of future Hanson Avenue. REPORT In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of D. Mansell, Director of Engineering, G. MacDuff, Manager Development Engineering, A. Leduc, Engineering Technologist, and L. Gordon, Director of Purchasing. Expressions of interest were requested from six (6) Engineering Consulting firms relative to this project. By the closing date of Tuesday January 23rd, 2007, six (6) responses had been received. The Review Committee met on Tuesday February 6th, 2007 to review the submissions. The Committee elected to award the project to The Walter Fedy Partnership, Kitchener.
