Witmer, Director of Building and Environmental Remediation Ward(s) Involved: Ward 1 Date of Report: February 19, 2007 Report No.: DTS 07-038 Subject: SITE REMEDIATION, 44 GAUKEL STREET REQUEST FOR CONSULTING FEES RECOMMENDATION: That staff be authorized to issue purchase orders for consulting, air quality monitoring, engineering and analytical testing relative to Tender 06-073 Site Remediation, 44 Gaukel Street) in the amount of $2,148,035.05 excluding GST), consisting of the following: Frontline Environmental Management Inc. $1,130,209.25 excluding GST) MTE Consultants Ltd. $1,017,825.80 excluding GST) EXECUTIVE SUMMARY: On Monday February 5th, 2007 Council approved Tender 06-073 for the Site Remediation of 44 Gaukel Street. Consulting, air quality monitoring and analytical testing fees anticipated for the project were included in the approved funding, however, authorization for the required Purchase Orders is now needed to permit payment as the work progresses on the project. REPORT: As Council is aware Bel Air Excavating and Demolition are undertaking the environmental remediation of the 44 Gaukel Street site for the City of Kitchener. This project is quite complex and has many different stakeholders. In order to ensure that the project runs smoothly the City has engaged the services of consultants with experience in dealing with the various components of the project. Frontline Environmental Management Inc. is providing the administrative oversight of the project as they will be required to provide the supporting documentation to assist the Risk Assessor in completing the final report for the Record of Site Condition approved by the Ministry of the Environment when the project is complete. MTE Consultants will be supervising the contractor and ensuring that the contract is being completed in accordance with the tender documents and authorizing and addressing external air quality monitoring, analytical testing and the preparation of the progress draws. The proposed work is to be completed by July 1, 2007. FINANCIAL IMPLICATIONS: The funding required for engineering, consulting, air quality monitoring and analytical testing is $2,148,035.05 (excluding GST}. This amount was included in the total cost estimated for the remediation project. The budget and funding for this project was approved by Council on February 5, 2007.
