That pursuant to Section 34 of the Ontario Heritage Act, Heritage Permit Application

BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2006-V-018. The applicant is seeking Council's permission to construct a rear
addition to the west elevation of the existing office building located at 400 Queen Street South,
within the Victoria Park Heritage Conservation District (VPHCD). The Catholic Family
Counselling Services is located in the existing building which was originally constructed in 1999
and was the subject of a Mike Wagner Heritage Award.
REPORT:
The subject property is located within the Victoria Park Heritage Conservation District on the
west side of Queen Street South between Courtland Avenue and Schneider Avenue. The
existing building is a three storey red brick structure with hipped and multi-gabled roof, and
detailed with wood and concrete accents. The applicant wishes to construct a series of small
additions resulting in a one and three storey addition being added to the west side of the
existing building. The additions will add 191 m2 to the footprint of the existing building (19.39%},
and result in a total building area of 2321 m2 fan increase of 487m2}. The proposed rear addition
is to match the original building in architectural design, height and materials.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed addition meets the intent of the Victoria Park Heritage District Plan policies and
guidelines. The new construction will match the existing building in design, height and materials
and will not have an adverse impact on the heritage character of the surrounding area.
Accordingly, staff recommends approval of HPA 2006-V-018.
