MARCH 5, 2007 CITY OF KITCHENER
A special meeting of City Council was held at 5:05 p.m. this date, Chaired by Mayor C. Zehr with all
members present except Councillor G. Lorentz.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council was in receipt of Financial Services Department report FIN-07-027 (L. Gordon), dated March
1, 2007, concerning Tender T06-106 -SUN System Hardware and Related Materials.
Moved by Councillor J. Smola
Seconded by Councillor B. Vrbanovic
"That Tender T06-106, SUN System Hardware and Related Materials, be awarded to
Parameter Driven Solutions, Markham, Ontario at their tendered price of $105,023.64,
including G.S.T. & P.S.T."
Carried.
Mayor C. Zehr advised of an additional item not listed on the agenda for which notice was given by
email on Friday, March 2, 2007, regarding the Celebrate Canada grant application. Council was in
receipt of Community Services Department report CSD-07-025 (D. Chapman), dated March 2, 2007,
regarding a grant application to Heritage Canada for the 2007 Tapestry Festival.

Seconded by Councillor K. Galloway
"That the City of Kitchener supports the grant application to Heritage Canada for the 2007
Tapestry Festival and declares the Festival as being of Municipal Significance; and further,
That the Manager of Special Events be authorized to sign the grant application and
sponsorship agreements, subject to the satisfaction of the City Solicitor."

Seconded by Councillor C. Weylie
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a personal matter."
Carried.
Council was in receipt of Corporate Services Department report CRPS-07-041 (R. Gosse), dated March
1, 2007, regarding appointments to the Accountability & Transparency Committee. The applications
from interested candidates had been circulated under separate cover to members of Council.
Moved by Councillor J. Smola
Seconded by Councillor K. Galloway
"That Mr. Don Kollins representing 570 News and Mr. John Roe representing The Record be
appointed to the Accountability & Transparency Committee as the news media representatives."
Carried.
Council considered the appointments of members of the public to the Committee and the following
applicants were nominated: Allan Beaupre, Birgit Heilig, Bryan Isaac, Zyg Janecki, William Kennaley,
Roberto Leone, Brent Mayled, Scott Piatkowski and Susan Redpath. The approved voting procedure
was then utilized.

"That Messrs. Allan Beaupre, Bryan Isaac and Roberto Leone and Ms. Susan Redpath be
appointed to the Accountability & Transparency Committee as the public representatives."
Carried.
Moved by Councillor B. Vrbanovic
Seconded by Councillor K. Galloway
"That Councillor John Gazzola be appointed to the Accountability & Transparency Committee as
the Council representative."
Carried.
Moved by Councillor J. Smola
Seconded by Councillor J. Gazzola
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2007-46 by the Clerk."
Carried.
On motion, the meeting adjourned at 5:10 p.m.
