REVISION TO SIDEWALK POLICY I-1120 FOR THE
CONSTRUCTION OF SIDEWALKS IN INDUSTRIAL PARKS,
BUSINESS PARKS AND ON ARTERIAL ROADS.

EXECUTIVE SUMMARY:
As directed by Council in 2003, staff have undertaken a review of the existing sidewalk policy
relative to industrial and business park areas, starting with a comprehensive review of the cause
and effects of sidewalks. A team was struck that met bi-monthly and later monthly through 2003
and 2004 developing the basis of a model that in effect drove the work which has lead to the
recommendations in a future report. In 2005 and 2006 Engineering and Economic Development
staff together with GIS staff prepared the model, undertook a subjective sidewalk review as
recommended by the project team, undertook a street by street review and computerized the
results. A new GIS layer has been established as a result of the work which locates all existing
sidewalks. The outcome of the assessment is the basis for a revision to the current sidewalk
policy to be addressed in a future report. In addition, the work undertaken provides the City of
Kitchener with a tool to assist in the prioritization of construction and budget management of
new sidewalks in areas other than planned residential subdivisions. The work also reveals the
full scope of uncompleted sidewalk locations in the City that can be organized in various ways
for budget review, Ward by Ward, Community by Community, local or regional.
BACKGROUND:
To date, staff and our Planning consultant have completed the following tasks related to
completion of this report:
• Development of Staff Project Team
• Developed model that leads to recommendations to be presented to Council
• Carried out comprehensive street-by-street sidewalk review of all streets and computerized
results
• Met with Grand River Transit staff to discuss sidewalk implications with existing and
proposed future bus routes

• Met with industrial and commercial business community to discuss issues affecting their
interests with respect to sidewalks
• Established new GIS layer that identifies all existing sidewalks and incorporate these in the
2006 Sidewalk Infrastructure Atlas
• Compiled sidewalk statistics
• Estimated construction costs to in-fill sidewalks
• Written a "draft" Sidewalk Policy for Industrial Areas.
The following tasks are in the final stage of development and will form the basis for a Final
Report to Council.
• Editing of Final Report
• Consolidation of Council Recommendations
• Development of Enhanced Engineering Standards as a result of policy changes
• Establishment of supporting documentation to justify policy changes
• Impact analysis on new development and formulate a recommendation from analysis
• Update mapping for impact analysis
