The applicant is seeking Council's permission to construct a two- storey building on the property municipally addressed 242 Queen Street South, located in the Victoria Park Heritage Conservation District (VPHCD). On December 29, 2005 a fire caused significant damage to the previous building which was atwo-and-a-half storey modified Queen Anne style structure that formerly housed the Reaching Our Outdoor Friends (ROOF) youth day shelter. The proposed new structure would replace this building and would continue to serve as the location of the shelter. REPORT: The subject property is located on the west side of Queen Street South between Joseph Street and Courtland Avenue and is in the Victoria Park HCD designated under Part V of the Ontario Heritage Act. The applicant wishes to construct a new building to replace the previous structure which was significantly damaged by fire in December 2005 and demolished in February 2007. The Victoria Park HCD Plan contains specific policies that direct the development of properties with new buildings. It specifically addresses Queen Street South on this subject and includes the following statement: "...a main goal is to ensure that new development enhance the historic and civic character of Queen Street South. This will be achieved in large part through appropriate urban design such that the building style, profile, massing and materials complement the special historic character of Queen Street South." The applicant proposes to construct a two storey building with brick veneer, combination hip and gable roof with asphalt shingles, extended front bay, full-front verandah, rectangular window openings with one-over-one sashes and neutrally-coloured trim. Options for brick and paint colours and will be discussed at the Heritage Kitchener meeting of April 3, 2007 where samples will be presented. The sides of the building would be enhanced with gables and special brickwork detail. The building would be located close to the sidewalk with appropriate landscaping in the front yard and parking located at the rear. A ramp would be located along the south elevation of the building, terminating at a rear entrance. ~s~ ~ .~ .,~ ~ , FINANCIAL IMPLICATIONS: None. CONCLUSION: The proposed new building meets the intent of the applicable Victoria Park Heritage District Plan policies and guidelines. The new construction would not have an adverse impact on the heritage character of the surrounding area. Accordingly, staff recommends approval of HPA 2007-V-001.
