Plan -Project Schedule
RECOMMENDATION:
That City staff proceed with the Master Plan process and project schedule outlined for King
Street & the City Centre District
That City staff and the project team consult the public and develop streetscape concepts for
King Street and strategies for the City Centre District
That City staff report back to Development & Technical Services Committee periodically with
project updates
EXECUTIVE SUMMARY:
In accordance with the requirements of the Municipal Class Environmental Assessment
Act (Class EA Act), it is the intent of City staff to carry out a comprehensive streetscape
Master Plan process for King Street & the City Centre District (see study area attached).
The Class EA and Master Plan process will consolidate the many ongoing public
private downtown initiatives and provide the City with a strategy to redevelop the
downtown streetscape. This process shall establish the framework for the City to fulfill
its obligations to the public, including all applicable stakeholders and interest groups. As
such, the public will be welcomed and encouraged to participate in a thorough public
consultation process.
As part of the Class EA and Master Plan, the public consultation process will establish a
decision-making mechanism and/or model to evaluate the technical, social, economic
and environmental effects of each streetscape alternative. The Consultant, in
conjunction with City staff shall develop alternatives and present potential opportunities
for public comment. The feedback from this process will ultimately determine the
preferred streetscape solution for King Street and strategy for the City Centre District.
BACKGROUND:
In August 2006, an Expressions of Interest for King Street & the City Centre District was
advertised on the City of Kitchener website, The Record, The Globe and Mail, and the
Internet thorough the tendering information system. By the closing date of August 18t",
2006, seven (7) proposals had been received from ten (10) potential parties.
Qn September 19t", 2006, the Consultant Review Committee convened and met to
review the submissions. upon review, the seven (7} submissions were shod-listed to
four (4} potential proposals. Throughout the fall of 2006, the short-list proposals were
further reviewed by City staff and a collaborative Terms of Reference report was
prepared by the project team. The shod-list Consultants were issued the Terms of
Reference report for background information and invited to participate in further
interviews.
Qn January 23rd, 2007, the Consultant Review Committee reconvened and entertained
interviews from the short-list consultants. As result of the interviews, the Committee
reduced the shod-list to two consulting teams, requested additional information from
each team and followed up project referrals. 0n January 27t", 2007, the Consultant
Review Committee reassembled and selected project proposal submitted by the IBI
Group of Waterloo and Toronto.
On February 27t" and March 10t", 2007, City staff and the IBI Group met to discuss the
particulars of the project and to develop a public consultation plan. On March 20t", 2007, a draft
public consultation plan and project schedule was presented to Corporate Management Team
for comment.

In accordance with the Terms of Reference for King Street & the City Centre District, shown
below is a general outline of the scope of work and project schedule (see process chart
attached):
