ARDEL T PLACE SNOW DUMP FACILITY LEASE
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a lease agreement satisfactory to the
City Solicitor with the current property owner at 75 Ardelt Place in the City of Kitchener
for the use of the lands for the purpose of providing a snow dumping facility for the
exclusive use of City staff and their contractors.
BACKGROUND:
The City of Kitchener, Operations Division currently operates a snow dumping facility at 135
Hanson Avenue. In February 2006 Council approved the construction of the Twin Ice Pad
Complex at this location with anticipated occupancy in July 2008. Although some site grading
has taken place for the Twin Ice Pad Complex a snow dumping location has been maintained
for the winter of 2006-07 at this site. Staff has investigated several locations as alternative sites
in anticipation of the required relocation of the snow dumping facility by the winter of 2007-08.
REPORT:
The current snow dump facility at 135 Hanson Avenue was constructed in the early 1990's and
then re-graded when the adjacent lands were being prepared for the new St. Mary's High
School. The snow dump facility was used by City Staff, City contractors and private snow
haulers. The site contained 1 0 acres of usable land and until the winter of 2001 the snow dump
had been filled to capacity on several occasions. In 2001 the City of Kitchener decided that
private snow hauling contractors could no longer use the City owned facility. The site was now
larger than what the historical volumes of city generated snow disposal warranted.
In September 2006 Council approved the purchase of a snow melting machine with a reduction
in the overall size of any future snow dumping facility as part of the rationale for its purchase.
Staff has reached an agreement with the property owner at 75 Ardelt Place for a 3 year lease of
a portion of the lands to occupy a snow dump facility beginning in August 2007 and ending in
201 O. The lands would also serve as a leaf disposal site, as the leaf site at the Hanson Avenue
property will no longer be available beginning in the fall of 2007.

A Phase II Environmental Site Assessment has been completed on the site in accordance with
the Ministry of the Environment Guidelines for Snow Disposal and De-icing Operations in
Ontario.
FINANCIAL IMPLICATIONS:
The leasing and construction of the Ardelt Avenue snow dumping facility will be funded from the
Twin Ice Pads Complex capital project currently funded at $603,200. Allocations for the snow
dump facility includes a $2,232 monthly lease rate, approximately $1 00,000 in capital site
upgrades to clear and fence the site, construct a suitable access roadway and manage the melt
water run off to Ministry guidelines. An additional $2,500 per year is required for monitoring well
samples and water analysis.
CONCLUSION:
The need to acquire a snow dumping facility has been determined as a result of the recent
decision to locate the Twin Ice Pad Complex on the site of the current Hanson Avenue snow
dumping facility. It is anticipated that the permanent home for a snow dumping facility should be
located on the site of the future Consolidated Maintenance Facility.
