GENERAL PROVISION GRANT REQUEST - FLUSH INK
PRODUCTIONS
RECOMMENDATION:
That a general provision grant in the amount of $4,340 not be approved to Flush Ink
Productions to host "Asphalt Jungle Shorts II" in May 2007.
REPORT:
The Community Services Department has received a grant application from Flush Ink
Productions for a contribution of $4,340 to host "Asphalt Jungle Shorts II" in Downtown
Kitchener from May 16 to 23, 2007.
Asphalt Jungle Shorts is a series of site-specific plays performed in Kitchener's downtown. The
event was held for the first time in September 2006 at various locations, including City Hall, the
Duke/Ontario Parking Garage, the Walper Terrace and 156 King. Flush Ink Productions is
comprised of a company of artists from the region and beyond, offering accessible and
affordable theatre.
Special Events staff worked with the organizers during last year's event, providing in kind
printing support and event liability insurance through the City's insurance. The event was
successful and the organizers wish to build on that success by adding four more shows in 2007.
In order to make the plays affordable to the general public, they would like to keep the ticket
price at a reasonable rate. To accomplish this, they have submitted a grant request for funding
assistance to keep the ticket price at last year's rate of $15.00. As last year, the group will
again partner with eyeGO for student tickets.
The budget submitted for the 2007 event estimates revenues of $4,000 and expenses of
$8,340, leaving a shortfall of $4,340. Further details of revenues and expenses are provided in
the budget attached to the grant application.

Comment and Review
The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their
March 20, 2007 meeting, who recommend that the grant request be approved. The Committee
notes that "Flush Ink provides a fresh, creative approach to theatre in downtown Kitchener and
furthers downtown strategies that generate activity, liveliness". A copy of the ACAC resolution
is attached for reference.
Subsequently, staff reviewed the grant request and strongly concur with the ACAC
recommendation since arts and culture support and initiatives that bring people to downtown
Kitchener are significant focus areas for the City of Kitchener.
However, staff cannot recommend that the grant be approved since Flush Ink Productions is not
a non profit organization and therefore does not meet the grant criteria.
An option for the consideration of Council, if they wish to approve this grant, is to direct Flush
Ink Productions to partner with another registered, non profit organization who would serve as
an umbrella agency and provide oversight for this project. The grant funds can be administered
by the registered non profit company and provide time for Flush Ink Productions to register as a
non profit.
