ACAC TERMS OF REFERENCE - MEMBERSHIP
RECOMMENDATION:
That, notwithstanding the Terms of Reference for the Arts And Culture Advisory
Committee, a second Council representative as a member of the committee be approved
for the current term; and further,
That Councillor Gazzola be appointed as the second council representative for the term
ending November 2008.
BACKGROUND:
The Arts and Culture Advisory Committee (ACAC) is an appointed committee of Council, under
Policy 1-65, approved May 2, 2002, amended September 20, 2004. The purpose of the
committee is to make recommendations and provide advice to Council and staff on matters
pertaining to arts and culture policy and policy implementation. The committee is also
responsible for supporting the City's public art program.
Composition of the committee is stated as follows: (a) 1 member of Council; (b) 10 - 11
members of the community-at-Iarge; and, (c) 1 member of the Industrial Artifacts working
group.
The 2007 - 2009 members, comprising a full complement under the Terms of Reference, are as
follows:

Opportunities to apply to serve on City committees are advertised by the City Clerk in the
Record. Applicants are appointed by Council. The Arts and Culture Advisory Committee
members for the current term were appointed by Council on January 15, 2007. The committee
reports through the Community Services Committee.
REPORT:
At the ACAC meeting held Tuesday, March 20, 2007, a discussion took place regarding
committee membership. The discussion was generated by two inquiries. First, Councillor
Galloway had been approached by a member of Theatre and Company for information about
the possibility of a representative of Theatre and Company serving on the Arts and Culture
Advisory Committee. ACAC members agreed that the guidance provided in the Terms of
Reference for filling the community-at-Iarge positions is preferred: specific arts organizations are
not named in the Terms of Reference. Instead, general sectors such as arts, education, youth,
business, and seniors are referenced.
Secondly, Councillor Gazzola expressed his wish to serve as a member of the Arts and Culture
Advisory Committee. Councillor Gazzola was the appointed Council member in the past term of
the committee. General discussion followed in which it was noted that some committees have
two Council representatives.
After further discussion in favour of Councillor Gazzola's membership, a motion was made by
Jamie Vasey, seconded by Bill Poole, recommending that a second Councillor be added to
ACAC and that Councillor Gazzola be appointed. All were in favour and the motion carried.
