PROPOSED ADDITION TO EXISTING BUILDING
RECOMMENDATION:
That pursuant to Section 34 of the Ontario Heritage Act, Heritage Permit Application
HPA 2007-V-002 ~4 Park Street} be approved, to permit the construction of an addition to the
rear of the existing building on the subject property, in accordance with the plans submitted with
the application.
BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2007-V-002. The applicant is seeking Council's permission to construct a one-
storey addition to the rear of the existing building on the property municipally addressed 4 Park
Street, located in the Victoria Park Heritage Conservation District (VPHCD).
REPORT:
The subject property is located on the north side of Park Street at the terminus of Devon Street
and is in the Victoria Park HCD designated under Part V of the Ontario Heritage Act. The
applicant wishes to construct cone-storey addition to the rear of the existing two-storey
residence.
The Victoria Park HCD Plan contains specific policies that address the location, massing, height
and materials of new additions and includes the following statement:
"Additions should blend in comfortably and inconspicuously and seem at one with the
principal building. This does not mean they should duplicate the original but that the
proportions, height, scale and materials fit well together."
The applicant proposes to construct cone-storey addition to the rear of the existing house with
stone veneer, pent roof with asphalt shingles, rectangular window openings and a door. The
distance between the adjacent property to the west is approximately 15', the front of the garage
is approximately 6' from the rear fagade of the main house and the south elevation of the house
is obscured by thick vegetation and mature trees. The west fagade of the addition will be 4' from
the wall of the main house and the east elevation will be 8' back from the fagade of the main
house. These combined attributes would result in a new addition that would not be visible from
the street and the location, proportions, height, scale and materials of the new addition will
complement the heritage character of the original house and surrounding area.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed rear addition meets the intent of the applicable Victoria Park Heritage District
Plan policies and guidelines. The addition would not have an adverse impact on the heritage
character of the surrounding area. Accordingly, staff recommends approval of HPA 2007-V-002.
