RECOMMENDATION:
That pursuant to Section 34 of the Ontario Heritage Act, Heritage Permit Application
HPA 2007-V-003 (12 Richmond Avenue) be approved, to permit the construction of a new
addition to the rear of the existing building on the subject property, in accordance with the plans
submitted with the application.

BACKGROUND:
The Development and Technical Services Department is in receipt of Heritage Permit
Application HPA 2007-V-003. The applicant is seeking Council's permission to construct a new
one-storey rear addition to the existing one-and-a-half storey house on the property municipally
addressed 12 Richmond Avenue, located in the Victoria Park Heritage Conservation District
(VPHCD).
REPORT:
The subject property is located on the west side of Richmond Avenue and is in the Victoria Park
HCD designated under Part V of the Ontario Heritage Act. The applicant wishes to replace the
existing addition with a new one-storey addition on the rear of the existing one and a half storey
house. The existing one-storey addition is in poor structural condition and the applicant wishes
to replace it with one that is more complementary to the heritage character of the house and
surrounding neighbourhood.The Victoria Park HCD Plan contains specific policies that address
the location, massing, height and materials of new additions and includes the following
statement:
"Additions should blend in comfortably and inconspicuously and seem at one with the
principal building. This does not mean they should duplicate the original but that the
proportions, height, scale and materials fit well together."
The proposed new addition would be one storey with vertical vinyl board-and-batten siding,
gable roof with asphalt shingles, rectangular window openings with one-over-one sashes
matching those on the main house and sliding doors. There is a distance of approximately 10'
between the subject house and the adjacent property to the north and the south wall of the new
addition will be stepped in 9'-4" from the fagade of the main house, therefore the new addition
will not be visible from the street.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed new rear addition meets the intent of the applicable Victoria Park Heritage District
Plan policies and guidelines. The addition would not have an adverse impact on the heritage
character of the surrounding area. Accordingly, staff recommends approval of HPA 2007-V-003.
