BACKGROUND: City Council has approved $40,000 in the 2007 Capital Budget to undertake structural monitoring in the Duke and Ontario Parking Garage which will review the existing post tensioning strands in the parking slabs not repaired as part of the 2005 and 2006 rehabilitation programs. This will determine if there has been any increase in the extent of tension deficiencies since the last review that may now be affecting the overall integrity of the non- repaired structural slabs or would affect the plan for future rehabilitation. REPORT: Read Jones Christoffersen Ltd (RJC) has been undertaking the structural analysis of the Duke and Ontario Garage with specific focus on the post tensioning tendons. There is considerable merit in using the same structural engineers since they are one of the leading firms in the industry with extensive experience related to post tensioning structures. They are also familiar with the Duke & Ontario Garage, the history of the repairs and monitoring programs and can undertake the work with minimal start-up costs. RJC has been the structural engineering consultant for the 2005 and 2006 repair program. The engineering fees will be negotiated in consultation with the Director of Purchasing and the City Solicitor and in accordance with accepted industry rates as recommended by the Consulting Engineers of Ontario. 2 Given the unique nature of the work and the benefits of continuity that RJC provide, it is our recommendation that Read Jones Christoffersen be awarded the 2007 Duke and Ontario Garage Structural Monitoring Program and that Council waive the consultant selection process.
