RECOMMENDA TION
That tender T07-046, Huron Natural Area - Board of Education Pond Trails and Boardwalks, be
awarded to 560789 Ontario Limited, o/a R & M Construction, Halton Hills (Acton), Ontario at
their adjusted tendered price of $328,682.68, including a contingency of $50,000. and G.S.T.,
and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to
the City Solicitor.
BACKGROUND
The Huron Natural Area (HNA) is the largest natural park in the City of Kitchener. Located in
the south-western corner of the City of Kitchener and within the Strasburg Creek sub-
watershed, it is one of the most valuable natural areas in the City because of the richness and
diversity of ecologies and opportunities for environmental education on site. The 2001 Huron
Natural Area Master Plan provided priorities which included the current proposed development
of trails, boardwalks across creek channels and decks adjacent to existing ponds.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Thirteen (13) potential bidders picked up tender documents, and by the
closing date of Thursday April 12th, 2007, five (5) tenders had been received.
The bids received for this tender were higher than the estimated budget for the project. A
reduced work scope was negotiated with the low bidder in order to provide a net savings of
$39,596. to the contract. Details of the reduced work scope are outlined below:
Item 1. The smaller Outlook Deck at the Board of Education Pond has been deleted. The larger
outlook deck and creek crossing boardwalk remain.
Item 2. The filter fabric on the sloped trail section has been replaced with a more economical
material.
Item 3. The sloped trail section has been reduced in length and complexity.

The tenders were reviewed by B. Roth, Roth & Associates, the City's Consultants for the project,
and D. Ritz, Supervisor of Design and Development, who concur with the above
recommendation.
