MAY 7, 2007 CITY OF KITCHENER
A special meeting of City Council was held at 5:15 p.m. this date, Chaired by Mayor C. Zehr with all
members present except Councillors J. Smola and G. Lorentz.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting this date regarding a request for an exemption to Chapter 450 (Noise) of the Municipal Code.
Moved by Councillor B. Vrbanovic
Seconded by Councillor K. Galloway
"That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted
to The Still Bar and Grill at 125 King Street West, for every Wednesday evening between May
9 and October 3, 2007, between the hours of 7:30 P.M. and 11 P.M., for their Blues Jam
events; and further,
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted
to The Still Bar and Grill at 125 King Street West, for every Saturday afternoon between May
12 and September 1, 2007, between the hours of 12 Noon and 5 P.M., for a series of open
court yard concerts."
Carried.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting this date regarding a request for an exemption to Chapter 450 (Noise) of the Municipal Code.
Moved by Councillor B. Vrbanovic
Seconded by Councillor K. Galloway
"That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted
to the Bike 4 Kids Charity Cycling Event on May 12, 2007, between the hours of 8:30 A.M. and
4 P.M., at Schaeffer Park."
Carried.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting this date regarding the installation of robotic cameras in the Council Chamber.
Moved by Councillor B. Vrbanovic
Seconded by Councillor K. Galloway
"That notwithstanding Council's August 28, 2006 resolution accepting a proposal from Rogers
Television to install robotic cameras in the Council Chamber at no cost to the City, a revised
proposal be accepted from Rogers Television which provides that the City pay for part of the
installation up to an upset limit of $15,000."
Carried.
Council then considered Corporate Services Department report CRPS-07-062 (R. Gosse), regarding
the appointments of non-elected candidates and members of the public to the Voter Turnout
Committee. Council was advised that Compass Kitchener has requested that one of its members be
appointed to the Committee as a representative.
Moved by Councillor C. Weylie
Seconded by Councillor B. Vrbanovic
"That the composition of the Voter Turnout Committee adopted by Council at its meeting of
February 26, 2007 be amended by having one of the three citizens-at-large be a
representative of Compass Kitchener."
Carried.

Council considered the appointments of the non-elected candidates to the Committee and the
following applicants were nominated: R. Gill, D. Glenn-Graham, Z. Janecki and S. Piatkowski. The
approved voting procedure was then utilized.
Moved by Councillor C. Weylie
Seconded by Councillor B. Vrbanovic
"That Raj Gill, Daniel Glenn-Graham and Zyg Janecki be appointed to the Voter Turnout
Committee as the non-elected candidates representatives."
Carried.
Council then considered the appointments of the members of the public and the following applicants
were nominated: D. Brohman, L. Evans, D. Isaac, M. Linington and K. Solomon. The approved
voting procedure was then utilized.

Seconded by Councillor K. Galloway
"That Norm Damaren be appointed to the Voter Turnout Committee as the representative of
Compass Kitchener; and further,
That Lee Evans and Kali Solomon be appointed as members of the public at large."

Seconded by Councillor K. Galloway
"That an in-camera meeting of City Council be held this date to consider a personal matter also
subject to solicitor-client privilege and a labour relations matter."
Carried.
Moved by Councillor C. Weylie
Seconded by Councillor K. Galloway
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 2007-87 by the Clerk."
Carried.
On motion, the meeting adjourned at 5:20 p.m.
