Isaac and Z. Janecki. OFFICIALS PRESENT: Mr. B. Sloan, Planner, Ms. R. Brent, Assistant Secretary-Treasurer and Ms. D. Gilchrist, Secretary-Treasurer. Mr. D. Cybalski, Vice-Chair, called this meeting to order at 10:00 a.m. This meeting of the Committee of Adjustment sitting as a Standing Committee of City Council was called to consider applications regarding variances to Chapter 680 (Signs) of the City of Kitchener Municipal Code. The Committee will not make a decision on these applications but rather will make a recommendation which will be forwarded to the Committee of the Whole and Council for final decision. The Chair explained that the Committee's decisions with respect to sign variances are recommendations to City Council and not a final decision. He advised that the Committee's recommendations will be forwarded to City Council on Monday, May 3, 2004, at 7:00 p.m., and the applicants may register with the City Clerk to appear at the meeting if desired. Submission No.: Applicant: Property Location: Legal Description: SG 2004-005 Community Care Access Centre 800 King Street West German Company Tract, Subdivision of Lot 15, Lots 22 to 25 Part Lane Mr. B. Issac declared a pecuniary interest in this application, as his wife is employed by the Community Care Access Centre, and did not participate in any discussion or voting with respect to this application. Appearances: In Support: Mr. R. Smith Contra: None Public Submissions: None The Committee was advised that the applicant requests permission for a fully enclosed skirt within the required 2.44 m (8 ft.) sign clearance above the finished grade. The Committee noted the comments of the Region of Waterloo Transportation Planner, dated April 13, 2004, in which they advised that any future development on this property would require the conveyance of a 3.96 m (13 ft.) road widening. They recommend the sign be placed outside the proposed future road widening. The Committee considered the report of the Development and Technical Services Department, dated March 31,2004, recommending approval of this application, subject to it being amended to include a variance for an automatic changing copy sign located approximately 125 m from a residential zone rather than the required 150 m and a reduced sign face clearance of 1.9 m rather than the required 2.44 m. With respect to the recommendation of the Region's Tran~portation Planner, Mr. Smith noted that the sign would have to be located at the front wsllof thebuHdingff it was to be located outside the future road widening. As this road widening may never occur, or at least may not occur for a very long time, Mr. Smith requested this setback not be imposed., and they will enter into discussions with the !Region when they are ready to widen the road.
