AUTHORITY FOR EXECUTION OF LEASE AGREEMENT
WITH OKTOBERFEST LIONS CLUB
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute an agreement with Oktoberfest Lions
Club for the lease of the designated office space located at Lyle Hallman Pool, subject to
the satisfaction of the City Solicitor.

BACKGROUND:
The Kitchener Oktoberfest Lions Club Inc has been the tenant of the office space at Lyle
Hallman Pool premises since 1990. The office space was originally designated for club usage
due to a donation of $130,000 towards the cost of the complex in 1990. The space is currently
used for bi-monthly meetings of the club. The most recent agreement between the city and the
club covered up to and included the year of 2006. With the expiration of such agreement staff is
recommending this new agreement to cover the next five years.
REPORT:
The Kitchener Oktoberfest Lions Club is a non-profit organization that operates to assist the
community with a range of services and projects. The Lions are known worldwide for working to
end preventable blindness. Lions participate in a vast variety of projects important to their
communities. These projects range from cleaning up local parks to providing supplies to victims
of natural disasters.
The new lease agreement will be for a five year term with a three year option to renew.
The new lease agreement will contain provisions pertaining to the yearly charges for the use of
the meeting space and the multi-purpose room at the facility. The club meets regularly the
second and fourth Monday of each month with the exception of July and August.

The new lease agreement will contain provisions pertaining to both parties' responsibilities at
the location in terms of booking changes, cancellation notice, washroom and kitchen usage and
all liabilities and city policies.
FINANCIAL IMPLICATIONS:
The agreed upon charges for the office use per year is $1 ,250.00 for 2007. The rate will
increase by $50.00 in 2008 and again in 201 O. The revenue from this agreement will be used for
facility room upgrades such as table and chair replacement.
CONCLUSION:
Staff recognizes that this agreement is beneficial to a worthy cause in our community. The
suggested terms of the new agreement with Kitchener Oktoberfest Lions Club Inc., involve a
reasonable room rental rate and allow for the provisions that assist the club to host special
events. A new lease agreement between the City and The Kitchener Oktoberfest Lions Club Inc.
is therefore advisable.
