BACKGROUND:
At Council meeting on April 30, 2007, tender T07-032 -Fire Station #7 Huron Road West was
brought forward for consideration. Council had many questions, more as it relates to the
property than the tender itself, therefore the recommendation was deferred. This report attempts
to address the issues emanating from the discussion on April 30, 2007.
REPORT:
Planning Process for the Property we refer to as the Farm
In the budgeting process for 2007 capital budget, CSD provided two issue papers that are
pertinent to the Farm. The first was a request for capital to undertake a Parks and Open Space
Master Plan in 2007. The second is a request for funds to do a study called the South Kitchener
District Recreation Complex. This study will bring forward specific recommendations for the
development of the "Farm". CSD advise that these two studies should be completed by late
2008. I am appending copies of these reports and also site plan and building elevations for your
information.

Pursuant to Council's discussions on April 30, 2007, I met with staff including Dan Ritz, Ken
Currier, Mark Hildebrand and Hans Gross. We all concluded that the proposed location of the
Fire Hall 7 on the farm is not considered detrimental to future developments of the farm.
Delaying the fire hall until these studies are completed will cause a delay to occupy station 7 by
18 months to 2 years and will increase cost accordingly. Fire Department do not recommend
delaying the construction of Fire Hall 7 because fire service on the west side is experiencing
high response times to the area due to the increased development on the west side. The sooner
we address the situation, the better for the taxpayers who reside in the area to be served by
future Fire Hall 7.
Buildina Plans and LEED Gold Oation
On March 6, 2006 I submitted a report to Council proposing that we construct the fire hall on the
"Farm", fronting onto Huron Road and utilizing the prototype drawings we have utilized four
times previously. I have also appended this previous report herein. Councillor Lorentz moved
approval of my report and Council approved it. Staff then proceeded on the basis of that report.
In the review stages with consultants, we discussed the ramifications of making improvements
to achieve the higher gold standard under the LEED program. The consultants confirmed that
we were on the threshold of LEED silver and that proceeding to LEED gold would add
significant cost and would delay construction. Fire services were adamant that they need to
occupy station 7 January 1, 2008.
SEED Gnld
We have met with consultants to review the impact of revising the design to achieve the higher
standard. The cost is estimated at $58,000 consultant services and $175,000 additional
construction cost. The effect on schedule is significant. It would drive us into winter construction
which would again add to the cost and occupancy would be six months into 2008. Cost would
also escalate because we would lose benefit of the present tender and we would need to adjust
for inflationary pressures due to the delay.
FINANCIAL IMPLICATIONS:
None.

CONCLUSION:
To avoid increasing costs and to prevent further delay in providing good fire service response
on the West side, we request Council's approval of the recommendation from report FIN -07-
050 brought forward on April 30, 2007.
