Report No.: CRPS-07-071
Subject: Proposed by-law to change the name of a remnant portion of
Glasgow Street located between 1154 Countrystone Drive
and the limit of Registered Plan 58M-430 to Countrystone
Drive in Kitchener
RECOMMENDATION:
That Legal Services be instructed to proceed with the preparation and advertising of a by-law to
change the name of a remnant portion of Glasgow Street located between 1154 Countrystone Drive
and the limit of Registered Plan 58M-430 to Countrystone Drive.
EXECUTIVE SUMMARY:
N/A
REPORT:
On March 19, 2007, By-laws 2007-52 and 2007-53 were passed by Council to rename portions of
Glasgow Street, west of Resurrection Secondary School between University Avenue and
Resurrection Drive to Countrystone Place and Countrystone Drive. This portion of Glasgow Street
was adjacent to the Lotco Limited subdivision.
A remnant portion of Glasgow Street beyond the limits of the Lotco subdivision still exists near the
intersection of Resurrection Drive between 1154 Countrystone Drive and the limit of Registered
Plan 58M-430 as shown on the attached map. A further name change by-law is required to
complete the renaming of this portion of Glasgow Street to Countrystone Drive.
Staff in Transportation Planning, Planning and Engineering are in agreement with this proposed
name change. The two affected property owners (1180 and 1161 Glasgow Street) were contacted
in March of this year when the earlier name change by-laws were passed by Council and are aware
2
of this proposed name change. Direct notice will be given to each of them prior to presentation of
the by-law to Council.
In addition, on April 4, 2004 the City received a deed for Part 1 on Plan 58R-14178 for road
purposes along the entire frontage of the property municipally known as 1180 Glasgow Street.
To date this land has not been dedicated by by-law as part of the public highway. Staff will also
prepare a by-law for presentation to Council to widen Part 1 on Plan 58R-14178 as part of the
public highway known as Countrystone Drive.
FINANCIAL IMPLICATIONS:
The associated costs to prepare a reference plan, advertise and register the by-law are estimated at
$3,621.00. On April 30, 2007 Council accepted the Offer from Lotco Limited to purchase a portion
of Glasgow Street closed for $31,500. The costs to rename this remnant portion of Glasgow Street
will be applied against the proceeds of that sale.
COMMUNICATIONS:
N/A
CONCLUSION:
Staff recommends that Council direct Legal Services to prepare the name change by-law to
complete the change to Countrystone Drive.
