HomeMy WebLinkAboutDTS-07-086 - Road Re-Naming, Old Chicopee Dr South of Sims Estate Drii ID ~_ ~... .~ REPORT Report To: Development and Technical Services Committee, Mayor and Members of Council Date of Meeting: May 28, 2007 Submitted By: Jeff Willmer, Director of Planning Prepared By: Lenore Ross, Site Development Facilitator (741-2427) Ward(s) Involved: Ward 2 Chicopee Date of Report: May 16, 2007 Report No.: DTS-07-086 Subject: ROAD RE-NAMING OLD CHICOPEE DRIVE SOUTH OF SIMS ESTATE DRIVE RECOMMENDATION: "That staff proceed with the preparation and public circulation of a draft by-law to rename a remnant portion of Old Chicopee Drive known as part of Lot 124, G.C.T., located south of Sims Estate Drive and directly adjacent to the property known as 244 Sims Estate Drive be renamed as Sims Estate Place and Sims Estate Drive in accordance with the Draft Reference Plan attached to Report DTS-Ol-086." REPORT: It is necessary to initiate a street name change for a remnant portion of Old Chicopee Drive to assure efficient and effective emergency service provision. The Draft Plan of Subdivision 30T-00204 in the Chicopee-Grand River Ward was registered as Registered Plan 58M-388 on February 24 2006. Within this plan, Block 21 was identified for multiple dwellings and is situated along south side of Sims Estate Drive between the two accesses of Waterbend Drive. At the time the subdivision was considered, access to Block 21 was anticipated to be directly from Sims Estate Drive. An application for Site Plan approval was received in May 2006 and through the plan review process, heritage, tree management, engineering and emergency services access issues were identified. The resolution of issues led to the proposed access for the Block being located off the existing municipal right of way adjacent to the Sims Estate Gardener's Cottage. This right of way is a remnant portion of Old Chicopee Drive and is located at some distance from the main portion of Old Chicopee Drive as a result of several road realignments during the development of the Idlewood Planning Community. The approved Site Plan for Block 21 has identified that the existing right of way is to be reconstructed by the applicant in such a way that Heritage issues, Engineering requirements and emergency access concerns are accommodated and the existing hedgerow along Sims Estate Drive is preserved. Consistent with Council Policy I-1147, several possible new street names have been considered by staff in various departments and Sims Estate Place has been endorsed unanimously. The proposed renaming will affect only two property owners, one being the owner of Block 21 I 244 Sims Estate Drive. This property will become 3 Sims Estate Place and the developer of this property has prepared the reference plan and will assume costs related to the renaming. FINANCIAL IMPLICATIONS: None to the City of Kitchener. Reference plan preparation, advertising costs for the proposed by-law, costs for circulation and notice to affected property owners all to be borne by the owner of Block 21 / 244 Sims Estate Drive. COMMUNICATIONS: Advertising of proposed street renaming by-law and notice to affected property owners will be required once Council authorization has been given. CONCLUSION: The proposed renaming of the remnant portion of Old Chicopee Drive to Sims Estate Place is appropriate and necessary at this time to ensure adequate emergency service response and allow the civic addressing of the Condominium property to proceed.
