Subject: GUELPH STREET RECONSTRUCTION (MOORE AVE. TO
ELLIS AVE.) AND THE GUELPH STREET SEWER OUTLET
- REQUEST FOR ADDITIONAL FUNDING
RECOMMENDATION:
That Council approve the request for an extension to Conestoga-Rovers and Associates
purchase order for project scope changes for the Guelph Street Reconstruction and
Guelph Street Storm Sewer Outlet construction in the amount of $84,015.00.
BACKGROUND:
Council approved the award of engineering services to Conestoga Rovers and Associates on
May 30, 2005 to complete design and contract administrative works for the Guelph Street
Reconstruction (Moore Avenue to Ellis Avenue} and the Guelph Street Storm Sewer Outlet. As
a result of technical issues, requests from outside parties and additional design work required,
the scope of the project has increased, as has the anticipated construction time of the project.
As a result, City staff are requesting an extension to CRA's purchase order to address the out of
scope items and anticipated contract administrative tasks/time required during construction.
This project is located in Ward 1 -Bridgeport -Centre.
REPORT:
On May 30, 2005, Council approved the award of engineering services for the reconstruction of
Guelph Street Moore Ave. to Ellis Ave.} and the Guelph Street Storm Sewer to Conestoga
Rovers and Associates. Portions of Guelph Street experience frequent flooding, particularly at
Ellis Avenue and the railway tracks east of Waterloo Street. One of the intents of completing
the road reconstruction is to address the flooding issues and determine a long term solution for
dealing with the large contributing drainage area. As a result of the background technical work
completed by CRA it became evident that options were limited in dealing with the stormwater
within the road right-of-way and an Environmental Assessment was undertaken to identify
additional options and select a preferred alternative. This resulted in the purchase of a piece of
property behind 409 Weber St. W. to facilitate the construction of a stormwater pond. This pond
will store water during significant storm events to alleviate the existing flooding and ensure the
flow is controlled before crossing the City limits into Waterloo. This will include construction of
additional storm pipe along the railway corridor which is owned by the Region of Waterloo as
well as the upgrade of the existing sanitary sewer which currently exists within the corridor. As
a result of the work to be done within the corridor, significant work has been done with the
Region and CN Rail to meet design requirements and discuss future plans within the corridor.
All of these elements have broadened the scope of the project from both a design and contract
administration perspective. As this project has become significantly larger with the works
required along the railway corridor and building of a stormwater pond, construction of this
project will be phased over a two year construction season (2007 - 2008). It is anticipated that
160 working days will be required to complete the works as opposed to the 100 working days
originally anticipated in 2005.
