CENTRE BLOCK PUBLIC CONSULTATIONS
RECOMMENDATION:
For information only.
EXECUTIVE SUMMARY:
At its meeting of February 19, 2007, City Council ratified a public consultation process for the
Centre Block redevelopment project. The June 25th meeting of City Council is the launch of the
public consultations on Andrin Limit's proposal to redevelop Centre Block.
The public consultations will run from June 25 until 5 pm on August 3. Anyone living or working
in Kitchener can participate in the consultation process. To ensure that we receive only one set
of comments from each individual, comments will only be considered by the Centre Block
Evaluation Committee if they include a name and address. That information will not be shared
with anyone.
To encourage as many people as possible to participate in the consultations, the City has set up
seven different ways for them to get involved and provide their feedback on Andrin's proposal to
redevelop Centre Block.
Once the public consultation process is complete, all of the feedback received from the public
will be compiled and provided to the Centre Block Evaluation Committee as part of their
evaluation of Andrin's detailed proposal. Using the public feedback as an important piece of
information, the Centre Block Evaluation Committee will then review Andrin's proposal based on
the detailed scoring criteria outlined in the City's Request For Proposals before making a
recommendation to City Council on whether or not to proceed with the proposal.

The Centre Block public consultation process provides the public with seven different formal
ways to provide their feedback on Andrin's proposal to redevelop Centre Block.

In addition, Andrin Limited and its team has developed a conceptual
model of their proposal that is available for people to view. The
conceptual model will be on display at various locations throughout the
city during the public consultation process. When the model is not
specifically scheduled to be in a different location, it can be viewed in the
Rotunda of Kitchener City Hall.

An informational brochure and feedback form will be delivered to houses
in the City over the first few days of the consultation process.
Information Provided to the Public on Andrin's Proposal:
The following information and materials will be available to the public to help them provided
informed feedback on Andrin's proposal:
1. A conceptual model of Andrin's proposal.
2. 6 illustrations of design concept.
3. A PowerPoint presentation highlighting Andrin's proposal.
4. A 300 word overview of Andrin's proposal and their vision for Centre Block.
5. A 100 word overview of Andrin's development team.
6. A 1 00 word overview of their previous experience with similar redevelopment projects.
7. Written answers to the following questions:
· How does your proposal meet the community's vision for Centre Block?
· What is your proposal for the two existing buildings on the property (156-158 king Street
West and 11 Young Street)?
· Describe the parking component of your proposal and how it meets the City's
requirement for structured parking in the downtown.
· When would construction begin on your proposal, and when would it end?
· How does your proposal contribute the City's green agenda?
All of this information has been posted on the Centre Block website and included in the
information brochure that will be distributed to Kitchener households. If the public has questions
on the proposal that are not covered within this set of standard information, they will be
encouraged to attend one of the public meetings to ask the proponents their questions directly.
CONCLUSION:
The public consultation process outlined in this report will ensure that every single Kitchener
resident, taxpayer or employee has multiple opportunities and tools they can use to provide their
direct feedback on Andrin's proposal to redevelop Centre Block.
