DECLARE SURPLUS TO THE CITY'S NEEDS PARKLAND
FOR THE PURPOSE OF THE CONVEYANCE OF AN
EASEMENT TO BELL CANADA - VOISIN PARK - ACTIVA
AVENUE
RECOMMENDATION:
That Council enact the following resolution:
"That the City declare surplus to its needs an easement over a portion of parkland,
fronting on Activa Avenue, measuring approximately 3 metres by 11 metres, at the
northeast corner of Park Block 30, Plan 58M-132 being Part 1 on Reference
Plan 58R-15780 to extend an existing easement to accommodate a New
Tech remote switch unit to serve the nearby area; and further,
That the Mayor and Clerk be authorized to execute a Transfer of Easement to Bell
Canada, in a form satisfactory to the City Solicitor."
BACKGROUND:
Activa Holdings Inc. is the developer for the Laurentian Village subdivision 30T -95015 and
pursuant to conditions of draft approval, Activa conveyed Block 30, Plan 58M-132 to the City for
parkland. Bell Canada has an existing easement at this location for an Outside Plant Interface.
Bell Canada now requires an extension of the existing easement to accommodate a New Tech
remote switch unit. The unit will upgrade existing telecommunication facilities and provide
additional facilities for development growth in the area.
REPORT:
Community Services staff have reviewed the proposal in concert with future park plans and
have confirmed that the proposed location will not interfere with the future plans. The location of
the easement is set out on the attached sketch.
FINANCIAL IMPLICATIONS:
Bell Canada will pay a one-time compensation payment of $7,500.00 to the City along with all
legal and survey costs directly related to the easement acquisition.

CONCLUSION:
Staff recommends that the said easement over Part Block 30, Plan 58M-132, being Part 1 on
Reference Plan 58R-15780 be declared surplus to the City's needs and be conveyed to Bell
Canada to accommodate additional services in the area. An appraisal is not required where an
easement is being conveyed to a public utility or telephone company.
