Subject: CONSOLIDATION OF UNIFORM TRAFFIC AND PARKING
BY-LAW
That Council enact a by-law to regulate traffic and parking on highways under the
jurisdiction of the Corporation of the City of Kitchener.
A working group consisting of staff from the Region, the seven local Municipalities and Waterloo
Regional Police Services has developed a consolidation of the Traffic and Parking By-Law to
regulate traffic and parking on Municipal roads. The new By-Law replaces the City's existing
Traffic and Parking By-Law 2000-159.

The municipal working group for the consolidation review process included staff representation
from the By-law Enforcement, Legal Services and Transportation Planning sections.
The purpose of the By-Law review was to consolidate amendments which have been adopted
since the current By-law's inception in 2000, and to incorporate legislative changes in the
applicable governing Acts. The proposed changes to the By-Law consist primarily of
administrative amendments as well as modifications to retain and refine, wherever possible,
uniformity between the Area Municipalities By-Laws. The By-Law Schedules have also been
consolidated and amended where necessary to reflect existing signing on roads, and to correct
errors, omissions, and inconsistencies.
Other provisions that are new or significantly changed from the existing By-Law include:
• Construction Parking Areas - to establish and regulate on-street parking as required for
residents affected by road reconstruction projects;
• Operation of Motor-Assisted Vehicles/Transportation Devices; the Use of Sidewalks - to
define and regulate the use of motor-assisted vehicles (motor bikes, mini-bikes, toy
vehicles, go-carts, etc.), roller skates/roller blades, and other transportation devices
(skateboards, coasters, etc.) on roads, sidewalks and boulevards;
• Motorized Snow Vehicle - to prohibit the operation of a motorized snow vehicle on
sidewalks, boulevards and multi-use trails;
• School Purpose Vehicle - the class of vehicle types has been expanded to recognize
vehicles other than school buses which the School Boards currently contract to transport
school children;
• Obstruction of Sidewalks - to ensure clear passage on sidewalks by regulating that no
person shall obstruct or impede pedestrians on a sidewalk;
• Objects on Roadway - no person shall place any object or accumulation of materials,
including snow, on a roadway.
All other provisions in the existing by-law were reviewed and are recommended to remain in
place.
Council of the Regional Municipality of Waterloo has adopted the consolidated Traffic and
Parking By-Law and that By-Law is now in effect. The recommended implementation date for
the proposed City of Kitchener Traffic and Parking By-Law of November 1, 2007 will allow for
processing and approval of the set parking fines through the Attorney General's office.
