Subject: HANSON AVE EA-DESIGN AND CONSTRUCTION
CONSULTANT SELECTION
RECOMMENDATIONS:
That the City of Kitchener waive its normal procedure for the selection of consultants
and retain The Walter Fedy Partnership as our Engineering Consultant to undertake the
design and construction phases for the construction of the Hanson Avenue Extension
and Block Line Road Extension;
-and -
That the Mayor and Clerk be authorized to execute an agreement for the provision of
professional engineering services made between the City of Kitchener and The Walter
Fedy Partnership.
BACKGROUND:
The Walter Fedy Partnership was engaged by the City of Kitchener in January, 2007 to provide
engineering consultant services for the execution of the Environmental Assessment (EA) for the
extension of Hanson Avenue. This contract includes completion of the EA only and does not
include the design and construction stages of this project.
REPORT:
The extension of Hanson Avenue will provide a new roadway link to Block Line Road, providing
improved access to St Mary's High School and the area. This extension of Hanson Avenue will
also require the extension of Block Line Road. The City of Kitchener is also developing a new
twin pad arena facility on Hanson Ave, scheduled to be opened in June, 2008. The opening of
this new twin pad arena requires completion of roadway work on Hanson Avenue, which is
included in the construction stage of the Hanson Avenue Extension EA.
In order for all roadway work to be completed in advance of the twin pad opening, construction
is required to start before the end of this construction season, in fall, 2007. As a result, the
transition from completing the EA into the design and construction stage is critical. In this
regard, The Walter Fedy Partnership has already completed extensive preliminary work through
the execution of the EA and is recommended to be retained to complete the design and
construction stages of the extension of Hanson Avenue.
Retaining The walter Fedy Partnership will eliminate the requirement to advertise and interview
for new consultant services, utilize knowledge and experience already gained for this project,
and more importantly, keep this project on appropriate time lines. This will allow for the
construction of the extension of Hanson Avenue to commence in fall, 2007, with completion
scheduled for early spring, 2008, thereby meeting the requirements for the opening of the City's
new twin pad arena in June, 2008.
FINANCIAL IMPLICATIONS:
The cost to retain The Walter Fedy Partnership as the Engineering Consultant for the design
and construction stages of the extension of Hanson Avenue and Block Line Road has been
estimated as follows:
