Subject: TRAFFIC REVIEW -PIONEER DRIVE FROM DOOM
VILLAGE ROAD TO BECHTEL DRIVE
RECOMMENDATIONS:
That Transportation Planning continue to monitor Pioneer Drive with regards to speeding
and vehicular volume; and further
That volume and speed data be forwarded to the Waterloo Regional Police for
enforcement; and further,
That staff schedule the City's Speed Advisory Program to educate drivers about
speeding on Pioneer Drive; and further
That the Speed Advisory Program be made available to the residents of Pioneer Drive.
BACKGROUND:
Transportation Planning has received a request from the residents of Pioneer Drive from Doon
Village Road to Bechtel Drive to review the existing traffic conditions on Pioneer Drive. According
to the concerns indicated, vehicular traffic is speeding, thereby jeopardizing pedestrian and traffic
safety.
At the present time, on-street parking is permitted for three (3) consecutive hours on both sides of
Pioneer Drive from Doon Village Road to Bechtel Drive. Also, vehicles are not permitted to stop
(8:00 a.m. - 4:30 p.m. Monday to Friday) on the east side and on the west side vehicles are not
permitted to stop at anytime along the frontage of the school, as outlined in the City of Kitchener
Uniform Traffic By-law No. 2000-159.
Pioneer Drive is designated as a minor collector roadway. The function of Pioneer Drive is to
collect and distribute traffic between local streets and other collector roads. The unposted speed
limit is 50 km/h, as outlined within the City of Kitchener Uniform Traffic Control By-law 2000-159.
In order to quantify the traffic conditions on Pioneer Drive, Transportation Planning undertook the
following studies:
• Collision Analysis on Pioneer Drive from Doon Village Road to Bechtel Drive.
• Automated volume and speed studies.
REPORT:
Collision Analysis
The collision history was reviewed for Pioneer Drive from Doon Village Road to Bechtel Drive.
There were eight reported collisions on Pioneer Drive from January 2004 to December 2006.
The collision history on Pioneer Drive shows a pattern where four (4) of the eight (8) collisions
involved vehicles losing control on the roadway due to weather conditions. The three (3)
midblock collisions involved vehicles parked legally on the roadway. Also, the remaining
collision was a rear end collision due to careless driving.
Automated SpeedlVolume Studies
Automated volume and speed studies were conducted on Pioneer Drive from Doon Village
Road to Black Walnut Drive in July 2003 and October 2005. The following data was recorded:

Pioneer Drive is designated as a minor collector roadway. Minor collector roads within the City
of Kitchener generally carry an AADT volume between 2000 to 8000 vehicles per day. The
traffic volumes along this stretch of roadway are within the expected range for a minor collector
roadway.
Although the 85th percentile speed is above the posted speed limit it is similar to other minor
collector roadways with similar characteristics.
Traffic Calming
Pioneer Drive from Doon Village Road to Bechtel Drive is currently the highest ranking
outstanding minor collector roadway on the traffic calming priority listing. Assuming that nothing
significantly changes between now and the end of the year, we will be recommending to Council
that a formal traffic calming review be conducted for Pioneer Drive in 2008. In the mean time,
Transportation Planning will follow up with the appropriate speed and volume studies and
request police enforcement, along with the City and Neighbourhood Speed Advisory program.
