HomeMy WebLinkAboutCSD-07-055 - Minor Sport Affiliation and Insurance Coverage of Waterloo Country Cycling Club ) R Community Services Report To: Date of Meeting: Submitted By: Prepared By: Ward(s) Involved: Date of Report: Report No.: Community Services Committee June 18, 2007 Denise Keelan, Interim Director, Aquatics and Athletics (2706) John Cooper, Co-ordinator of Athletics ( 2688) All June 11 , 2007 CSD-07-055 Subject: MINOR SPORT AFFILIATION AND INSURANCE COVERAGE OF WATERLOO COUNTY CYCLING CLUB RECOMMENDATION: That Council approves the Waterloo County Cycling Club as an affiliated minor sport group with the City of Kitchener per the City's Minor Sport Affiliation policy; and further, That Council approves the addition of the Waterloo County Cycling Club as an insured group in the City of Kitchener's Minor Sports third party liability insurance program. Background: The Waterloo County Cycling Club has existed as a-not-for profit, volunteer organization since 1968. The mandate of this group is focused on participation in the sport through instructional programmes, the development and support of competitive cyclists, local events and competitions. The Club provides programs for cyclists of all ages in pursuit of fitness, health, and skill development. There is a strong emphasis on safe and responsible cycling. Volunteers participate in cleaning up a 5km section of roadway through the Adopt-a-Road program. The Club has applied to the City of Kitchener to become an Affiliated Minor Sport. They believe that affiliation with the City will lend credibility to their organization and will help to increase membership. The Club is a not-for-profit organization operating under democratic principles, and it does not duplicate the services of another affiliated minor sport club. REPORT: Minor sports associations wishing to affiliate with the City of Kitchener must express an interest to Athletics staff, must be not-for-profit, must operate under democratic principles, and not duplicate the services of an existing minor sports association. The applying organization must display an interest and ability to meet all other aspects of the City's affiliation policy within two years of affiliation. Report No: CSD-07-055 2 Cycling is a very popular activity with most Canadians. There has been a 25 percent increase in the number of youth and adults competing in this Olympic sport over the past 5 years. The WCC Club volunteers conduct a Learn to Road Ride program, Mountain Bike Rider Development program (beginner to advanced), tri-athlete work outs, several women's clinics encompassing all aspects of cycling, and Women's Road Cycling clinic. The club hosts the Big Charity Ride for Anselma House generating more than $65,000 over the past 6 years. The club membership for 2007 is currently 234. As of early 2007, 86 of those were Kitchener residents. One of our main goals through affiliating this club will be to increase the number of youth in their membership. 15 Kitchener youth are currently members. The Club supports a dozen youth athletes participating in the Ontario Summer Games held bi- annually. The benefits to the City of Kitchener in affiliating the Club include: · Organization of programs for youth, thereby creating environments for enjoyment, socialization and skill development. · Supporting youth in healthy and active lifestyles, thereby improving their health and building life-long participants in sport. · Availability in providing financial assistance to participants who might not otherwise join, thereby making recreation accessible to Kitchener residents. FINANCIAL IMPLICATIONS: There is no financial impact when adding an affiliate to the City of Kitchener minor sport listings. Denise Keelan Interim Director, Aquatics and Athletics Division AP
