INTERNATIONAL SOFTBALL CONGRESS WORLD
TOURNAMENT PARTNERSHIP AGREEMENT
RECOMMENDATION:
That the Mayor and Council support the partnership agreement with KW Fastball
Promotion's Incorporated, satisfactory to the City Solicitor, for the purpose of hosting
the 2007 International Softball Congress (ISC) World Tournament; and,
That as part of the City's involvement, the City includes KW Fastball Promotions Inc. as
an additional insured under the City's Municipal Liability Insurance program for the
purposes of this event. Such insurance shall be in the amount of $5,000,000 and shall be
subject to i) the terms and conditions of Municipal Liability Policy and ii) the
requirements outlined in the terms and conditions of the partnership agreement; and,
That the City of Kitchener provide a grant of $3,000 to be funded from the 2007 general
provisions grant account to co-host the Hall of Fame Breakfast; and further,
That the City of Kitchener receives the appropriate level of recognition for sponsoring
and partnering the 2007 ISC World Tournament.
BACKGROUND:
During the planning process for the 2006 ISC Championships, KW Fastball Promotions
Incorporated was approached to consider hosting the tournament again in 2007. The request
was initiated after the original host community indicated that they were withdrawing from the
event. Based on the previous success in hosting this event and with the 2006 tournament
taking place in Kitchener, it was determined that this group could succeed in hosting again in
2007.
The 2006 ISC Tournament was held in Kitchener and Cambridge in August of 2006. The event
was played at Peter Hallman Ball Yard, Budd Park and Kinsmen Park over a nine day period.
Through the event, over 500 volunteers donated more than 14,000 hours of their time to make

the tournament a success. The volunteering efforts coupled with attendance of over 45,000
spectators made this event as successful as the efforts in 2002.
REPORT:
Staff recommends the continuation of the formal partnership agreement between KW Fastball
Promotions Inc. and the City of Kitchener which clearly sets forth expectations among the
parties with respect to hosting the tournament. Items addressed in the agreement include but
will not be limited to benefits, responsibilities and obligations of each party as they pertain to:
1. finances
2. facilities
3. representation on the host committee and executive committee, and
4. Recognition for the City's role in partnering and supporting the tournament.
The partnership agreement will also outline the City's agreement to include KW Fastball
Promotions Inc. as an additional insured under the City of Kitchener's Municipal Liability
Insurance program. Such liability insurance coverage does not include Director's and Officers
Liability or Errors and Omissions coverage, and will pertain only to KW Fastball Inc.'s
responsibilities as outlined within the said partnership agreement. It will be in the amount of
$5,000,000 and is subject to the terms and conditions of the Municipal Liability Insurance Policy.
The City of Kitchener is being asked to co-host the Hall of Fame Breakfast with the City of
Cambridge and provide a sponsorship of $3,000 for this event. Staff is suggesting that $3,000
be provided from the 2007 general provision account to fund this sponsorship.
FINANCIAL IMPLICATIONS:
Staff is suggesting that the sponsorship of $3,000 be funded out of the 2007 general provision
account.
CONCLUSION:
Duncan Matheson, Ray Alviano and Dave McClellan of the 2007 ISC World Tournament Host
Committee will be in attendance at the Community Services Committee meeting to provide an
update on host committee activities and answer any questions.
